It shall be lawful for authorized organizations, upon obtaining a license therefor, to conduct games of bingo within the limits of the Village of Montgomery under the provisions of this article, the provisions of the bingo control and licensing laws of the State of New York and any amendments thereto.
The provisions of the Bingo Control and Licensing Laws of the State of New York, including Article 14-H of the General Municipal Law, control the licensing of organizations and the conduct of bingo games in the Village of Montgomery and this article incorporates the provisions of those statutes by reference as if set forth in full herein. Any inconsistency between this article and said statutes shall be resolved in favor of those statutes.
This article shall take effect April 1, 1972, in the event that at a referendum held for that purpose, a majority of the qualified electors of the Village of Montgomery shall approve the same by voting for the proposition.[1]

The provisions of the Games of Chance Licensing Law of the State of New York, as set forth in Article 9-A of the General Municipal Law, control the licensing of organizations and the conduct of games of chance in the Village of Montgomery, and this article incorporates the provisions of those statutes by reference as if set forth in full herein. Any inconsistency between this article and said statute shall be resolved in favor of those statutes.
It shall be lawful for authorized organizations, upon obtaining a license therefor, to conduct games of chance within the limits of the Village of Montgomery under the provisions of this article, the provisions of the Games of Chance Licensing Law, the rules and regulations of the New York State Racing and Wagering Board and any amendments thereto. The conduct of games of chance on Sundays is authorized, except as otherwise restricted in Article 9-A of the General Municipal Law.
For the purposes of this article, the following words and terms shall have the same meaning as such words and terms are used in Article 9-A of the General Municipal Law of the State of New York and any amendments thereto:
GAMES OF CHANCE
Includes only the games known as "merchandise wheels," "raffles" and "bell jars" and such other specific games as may be authorized by the New York State Racing and Wagering Board, in which prizes are awarded on the basis of a designated winning number or numbers, color or colors, symbol or symbols determined by chance, but not including games currently known as "bingo" or "lotto" and also not including "slot machines," "book making", "policy or numbers games" and "lottery" as defined in § 225 of the Penal Law. No game of chance shall involve wagering of money by one player against another player.
BELL JARS
Includes those games in which a participant shall draw a card from a jar or other suitable container which contains numbers, colors or symbols that are covered and which, when uncovered, may reveal that a prize shall be awarded on the basis of a designated winning number, color or symbol or combination of numbers, colors or symbols.
RAFFLE
Includes those games of chance in which a participant pays money in return for a ticket or other receipt in which a prize is awarded on the basis of a winning number or numbers, color or colors, or symbols designated on the ticket or receipt, determined by chance as a result of a drawing from among those tickets or receipts previously sold.
