No person or persons shall place upon any of the sidewalks of said Village any property or thing whatsoever in any manner that the same shall interfere with the free passage of pedestrians over and upon such streets.
No person shall build or place or cause to be built or placed nor permit to remain upon any such street or sidewalk any building or projection.

Owners of real property which includes trees and shrubs which might interfere with or obstruct traffic are required to keep such trees or shrubs trimmed.
If any loss, damage or expense shall be sustained by the Village because of a violation of this article, the person violating same will also be held liable for all damages, costs and expenses so sustained by the Village because of such violation, in addition to the penalties prescribed in § 102-5.

A violation of any of the provisions of this article shall, upon conviction thereof, be punishable by a fine of not more than $250 or imprisonment for a term not exceeding 15 days, or both.
