The Municipal Council does hereby reorganize
and divide the Department of Community and Economic Development and
create a new Department of Youth Programs, effective July 1, 2006,
as follows:

Initially, all appropriations for each of said two Departments for fiscal year 2007 shall be allocated according to the line items in § 48-1 above as said appropriations were adopted on June 17, 2006, in the fiscal year 2007 operating budget supplemental documentation.
The Department of Community and Economic Development
shall continue to be overseen by the Director of Community and Economic
Development. The Department of Youth Programs shall be overseen by
the Mayor.
As there are costs and expenses involved with
the running of the Department of Youth Programs that are or may be
shared with another department or agency of the City and are not or
may not be currently identifiable as separate and unique charges for
the Department of Youth Programs, the Chief Financial Officer shall
develop and implement a system of appropriately allocating such costs
and expenses between the Department of Youth Programs and such other
departments or agencies, and such allocated amounts shall be taken
into account in the preparation of the operating budget of the affected
departments or agencies.
