Adoption of sanitary sewer standard specifications.
The Board of Commissioners of the Township of Bethlehem hereby adopts,
for the purpose of establishing rules and regulations for the Administration,
materials, tests, trench excavation, backfill, sanitary sewer installation,
restoration of pavements and standard details hereby known as "Standard
Specification for Developers' Additions and Improvements to the Sanitary
Sewer System, Bethlehem Township Municipal Authority, Northampton
County, Pennsylvania, November 1987" as prepared for the Bethlehem
Township Municipal Authority by PSC Environmental Services, Inc. and
this article also providing for adoption of additional rules and regulations,
enforcement and repealing any prior and inconsistent ordinances. These
standard specifications referred to are on file in the office of the
Secretary of Bethlehem Township, 2740 Fifth Street, Bethlehem, PA.
Review procedure for additions and improvements to
the sanitary sewer system. All additions and improvements to the Bethlehem
Township sanitary sewer system shall be subject to the review and
approval of the Bethlehem Township Municipal Authority and the Bethlehem
Township Board of Commissioners.
Making of amendments. This Township reserves the right
to adopt from time to time, additional rules and regulations as it
shall deem necessary and proper relating to additions and improvements
to sanitary sewers which additional rules and regulations, to the
extent appropriate, and shall be construed as a part of this article.
Any person who shall violate this article shall be
liable, upon summary conviction for a first offense and upon summary
conviction for each subsequent offense to be no more than $300, together
with costs of prosecution in each case. Each day that a violation
shall continue shall be deemed and shall be taken to be a separate
offense and shall be punishable as such.
Declaration of purpose. It is declared that the enactment
of this article is necessary for the protection, benefit and preservation
of the health, safety and welfare of the inhabitants of this Township.
