A. 
There is hereby created the Department of Public Works, the head of which shall be the Director of Public Works. The Director of Public Works shall be appointed by the Mayor with the advice and consent of the Township Council. The Director shall possess a bachelor's degree from an accredited college or university and six years of experience in the development, administration and implementation of public works or other similar construction/maintenance programs, including responsibility for budgeting and supervision, four years of which shall have included management responsibilities. In lieu of a bachelor's degree, the Director may substitute experience as described above on a year-for-year basis with 30 semester-hour credits being equal to one year of experience. A master's degree in business administration, public administration, industrial management, industrial engineering, management science or in a program related to the organization, operation, administration, and control of private or public organizations may be substituted for one year of the above nonsupervisory experience.
B. 
There shall also be an Assistant Director of Public Works, who shall be appointed by the Director with the approval of the Mayor.
The following divisions are created within the Department of Public Works:
A. 
Division of Streets and Roads.
B. 
Division of Vehicle Services and Equipment Maintenance.
C. 
Division of Recycling.
D. 
Division of Buildings and Groundskeeping.
E. 
Division of Recreation and Senior Services.

The Division of Streets and Roads shall:
A. 
Construct, repair and maintain all Township streets and roads, including pothole repair, and the cleaning and repair of catch basins.
B. 
Remove snow from Township streets and roads.
C. 
Maintain all signs, traffic markers, and streetlights which are owned or under the control of the Township.
D. 
Perform heavy street, road, drainage and park construction projects.
E. 
Maintain all drainage facilities located upon Township property.
The Division of Equipment/Maintenance shall:
A. 
Maintain automotive and radio equipment owned or controlled by the Township.
B. 
Operate the centralized garage and motor pool.
C. 
Undertake performance analysis of Township equipment.
The Division of Recycling shall be responsible for:
A. 
Administering the recycling program of the Township of Jackson under the Township Code.
B. 
Administering leaf collection throughout the Township.
C. 
Organizing and maintaining the Jackson Township Recycling Center and leaf yard.
D. 
Designating a Certified Recycling Coordinator (CRP) to administer and oversee all recycling programs and tonnage grants within Jackson Township as per the Recycling Enhancement Act (REA) (P.L. 2007, c. 311) and Recycling Rules at N.J.A.C. 7:26A.

The Division of Buildings and Groundskeeping shall:
A. 
Maintain and repair municipal playgrounds, play fields, recreational facilities, public parks and public grounds and all municipal buildings and facilities in general.
B. 
Provide and/or oversee custodial services for buildings and facilities.
C. 
Undertake construction projects related to municipally owned parks, recreation facilities, play fields and buildings as directed by the Director of Public Works.
D. 
Perform any and all related functions and duties as may be prescribed from time to time by the Business Administrator and the Director of Public Works.
E. 
The Division of Buildings and Groundskeeping shall be responsible for maintaining all landscaping, grassy areas, lawns and outside areas of all Township buildings and Township parks during the seasonal period of March 1 to October 31. During the period from March 1 to October 31, no less than three employees of the Public Works Department shall be dedicated solely to these seasonal duties. Those employees assigned to seasonal duties may be reassigned at the direction and discretion of the Director of Public Works during the period of March 1 to October 31 and shall perform such duties as directed by the Director of Public Works during the remainder of the calendar year.
