The purpose of this district is to:
A. Foster lower-intensity cluster development while conserving
the quality of Monocacy Creek.
B. Protect environmentally sensitive areas and habitats.
C. Designate open space for recreational purposes.
D. Utilize conservation design areas as a transition
from higher- to lower-intensity use areas.
A. The district shall be as shown on the Smart Growth Zoning Districts and Overlay Districts map in Article
XXV.
B. Whenever single-family detached dwellings are built, the tract shall be developed in accordance with the single-family cluster development requirements in Article
XXII.
A. Permitted-by-right uses.
(1)
All uses permitted in the underlying zoning
district(s).
(2)
Single-family cluster development in accordance with Article
XXII.
B. Accessory uses.
(1)
Parking, in accordance with Article
XVII.
(2)
Signs, in accordance with Article
XVIII.
(3)
Other uses customarily incidental to the permitted-by-right uses in Subsection
A.
A. The minimum lot area regulations of the underlying
zoning district(s) shall be increased by 20% due to the environmental
constraints in the Monocacy Creek watershed.
B. The minimum yard area requirements of the underlying
zoning district(s) shall apply.
C. The height regulations of the underlying zoning district(s)
shall apply.
D. The minimum percent common open space shall be increased by 20% above that set forth in §
275-198B.
A. Development in the Conservation Design Overlay District shall be consistent with the smart growth principles and key design elements adopted as part of the Comprehensive Plan Update 2004, and included in Article
XXV.
B. The single-family cluster development option in accordance with Article
XXII shall be pursued to designate common open space as a key ingredient for conservation design.
C. Conservation plan.

A separate plan sheet shall be submitted to
depict conservation design practices proposed for the site including:

Perimeter landscape buffers.
D. Streetscape standards.

All requirements of Article
XXXII, Streetscape Enhancement Overlay District, shall apply.
