The Borough of Harrington Park hereby adopts a Personnel Code to inform employees of existing Borough policies, procedures and work practices and the responsibilities of employment.
The Mayor and Council shall adopt a Personnel Code by filing a copy thereof with the Municipal Clerk, who will cause the code to be delivered to and acknowledged by each employee of the Borough. Such code shall become effective on the date of final passage of this article. The Mayor and Council will from time to time review the Personnel Code and add, amend, alter or delete any provision(s) as is determined by them to be necessary to effect the intent of this article.
The Mayor and Council may, but shall not be obliged to, solicit from the several departments input regarding the development and amendment of the Personnel Code.
After the initial approval and filing of the Personnel Code with the Borough Clerk, the Mayor and Council may alter, amend or modify the Personnel Code by filing any such amendment with the Municipal Clerk, who shall distribute copies of the proposed amendment for posting to all department heads of the Borough within 10 days. If further filing regarding the amendment is not received by the Clerk within 20 days of the initial filing, the amendment or action shall be posted in the code and each employee shall be delivered a copy of the amendment and shall sign an acknowledgement for the receipt of the amendment.
Nothing in this article shall prevent the Mayor and Council from shortening any time limitations herein as the result of any emergent condition.
The Mayor, Clerk or other such authorized representative shall execute, deliver and record any and all instruments or papers necessary to effect the intent of this article.
A certified copy of the attached Personnel Code along with this article shall be filed with the Borough Clerk.
