This Act shall be known as the Charter of the City of Norwich, and is hereby declared to be a public Act.
1.
The citizens of the State of New York, from time to time, inhabitants of the territory now known as the Village of Norwich, which is hereinafter bounded and described, are continued a municipal corporation in perpetuity under the name of the City of Norwich.

Succession of liabilities. The corporation now known as the Village of Norwich is hereby dissolved, subject to the provisions of this Act. The City of Norwich shall succeed to and be vested with all the rights and the property, both real and personal, of the said Village of Norwich, and it shall succeed to and be liable for all the obligations of said Village of Norwich, of whatever name or nature, except as herein otherwise specially provided. And every suit, action or proceeding commenced by or against said village, and pending at the passage of this Act, may be continued by or against and in the name of said village, or, at the option of the parties thereto, the name of said city may be substituted in the place of the name of said village, and in the name of the said city all suits, actions or proceedings may be continued. The ownership and control of all property and effects pertaining to or connected with the Fire Departments of said village, shall, by virtue of this Act, vest in the said City of Norwich and in the Fire Department, in the same manner and to the same extent in all respects as the same are now vested in said Village of Norwich and its said Fire Department.
The city has power to receive by gift, grant, devise, bequest, purchase or condemnation proceedings, and to hold and convey, such personal property and such real estate within or without the limits of the said city as the purposes of the corporation may require, and it may receive by gift, grant, bequest or devise, and hold, real personal property in trust for any purposes of education, art, charity, health or amusement, for parks or gardens, for the erection of statues, monuments, public buildings, or for any other public use or purpose, upon such terms as may be prescribed by the grantor or donor and accepted by said corporation, and may provide for the proper execution of said trust; to contract and be contracted with; to sue and defend; and to be sued in any court; to make, have, use and alter at pleasure a common seal; to have and exercise all other rights and privileges conferred upon it by law or necessary to carry out its corporate functions and duties.
All that tract or parcel of land in the Town of Norwich, Chenango County and State of New York, embraced within the following limits, that is to say: Beginning at a point on the west bank of the Chenango River on the division line between the lands of William Ransford, and the lands of Haskell Ransford in 1857, thence running westerly on said division line and said division line continued westerly to the east bank of the Canasawacta Creek, thence southerly along the east bank of said creek, as it winds and turns, to the west line of the Chenango canal lands, in 1857; thence southerly along the west line of said canal lands to the north line of the lands of the Norwich Cemetery Association; thence west on said north line of the lands of the Norwich Cemetery Association to the west line of said lands; then south along the west line of the lands of the Norwich Cemetery Association to the south line thereof; thence easterly along the south line of the lands of the Norwich Cemetery Association to the west line of the highway leading from Norwich to Oxford; thence along the west line of the said highway and said line continued northerly to the north bank of the Canasawacta Creek; thence along the north bank of the Canasawacta Creek, as it winds and turns, to the west bank of the bank of the Chenango River; thence northerly along the west bank of the Chenango River, as it wind and turns to the place of beginning, shall constitute the territory to be known as the City of Norwich.
The Town of Norwich shall, on and after the passage of this Act, consist of all that portion of said town not included within the boundaries of the City of Norwich, and the territory embraced within the boundaries of the City of Norwich as hereinbefore described shall not constitute or be a part of the Town of Norwich.

The city shall be divided into six (6) wards, bounded respectively as follows:
Ward 1.
First Ward. The First Ward shall include all that part of said City bounded on the north by a line running from the westerly boundary line of the City of Norwich easterly along the center of West Main Street to the point where West Main Street becomes East Main Street, and proceeding easterly along the center of East Main Street to the point where East Main Street and Hubbard Avenue intersect; on the east by a line running from the above point of intersection southerly along the center of Hubbard Avenue to the intersection of Hubbard Avenue and American Avenue; thence westerly along the center line of American Avenue to the intersection of American Avenue and the South Broad Street; thence southerly along the center of South Broad Street to Hale Street; thence easterly along the center of Hale Street to the easterly boundary of the City; thence southerly along the easterly boundary of the corporation; thence westerly and northerly along the south and west boundaries of the City of Norwich to the place of beginning.
Ward 2.
Second Ward. The Second Ward shall include all that part of said City of Norwich bounded on the north by a line running from the westerly line of the City of Norwich, easterly along the center line of Pleasant Street to the point where Pleasant and Plymouth Streets intersect; thence northerly along the center line of Plymouth Street until the point where Plymouth and Beech Streets intersect; thence easterly along the center line of Beech Street until the point where Beech and Canasawacta Streets intersect; thence northerly along the center line of Canasawacta Street until the point where Canasawacta Street and Newton Avenue intersect; thence westerly along the center line of Newton Avenue until the point where Newton Avenue and Howard Street intersect; thence southerly along the center line of Howard Street until the point where Howard and Summit Streets intersect; thence easterly along the center line of Summit Street until the point of intersection of Summit and Prospect Streets; thence southerly along the center line of Prospect Street to the point of intersection of Prospect and Pleasant Streets; thence easterly along the center line of Pleasant Street to the point of intersection of Pleasant and North Broad Street; on the east by a line running from the above point of intersection southerly along the center line of North Broad Street until the point of intersection of North Broad and Cortland Streets; thence westerly along the center line of Cortland Street to the point of intersection of Cortland and Court Street; thence southerly along the center line of Court Street until the point of intersection of Court and Fair Streets; thence westerly along the center line of Fair Street until the point of intersection of Fair and Guernsey Street; thence southerly along the center line of Guernsey Street until the intersection of Guernsey and West Main Street; on the south by a line running from the above point of intersection westerly along the center line of West Main Street to the westerly boundary line of the City of Norwich; thence northerly along the western boundary of said City to the place of beginning.
Ward 3.
Third Ward. The Third Ward shall include all that part of the City bounded on the south by a line running from the westerly line of the City of Norwich, easterly along the center line of Pleasant Street to the point where Pleasant and Plymouth Streets intersect; thence northerly along the center line of Plymouth Street until the point where Plymouth and Beech Streets intersect; thence easterly along the center line of Beech Street until the point where Beech and Canasawacta Streets intersect; thence northerly along the center line of Canasawacta Street until the point where Canasawacta Street and Newton Avenue intersect; thence westerly along the center line ofNewton Avenue until the point where Newton Avenue and Howard Street intersect; thence southerly along the center line of Howard Street until the point where Howard and Summit Streets intersect; thence easterly along the center line of Summit Street until the point of intersection of Summit and Prospect Streets; thence southerly along the center line of Prospect Street to the point of intersection of Prospect and Pleasant Streets; thence easterly along the center line of Pleasant Street and Rexford Street until the intersection of Rexford Street and the railway; on the east by a line running from the above point of intersection northerly along the center line of the railroad until the point of intersection of the railroad and Borden Avenue; thence northwesterly along the center line of Borden Avenue until the point of intersection of Borden Avenue and North Broad Street; thence northerly along the center line of North Broad Street to the northerly boundary of the said corporation; thence running westerly along the northern boundary line of the City; thence northerly along the boundary line to the northern boundary line of the City of Norwich; thence westerly along the northern boundary line of the City to the western boundary line of the said City; thence southerly along the westerly boundary line of the City to the place of beginning.
Ward 4.
Fourth Ward. The Fourth Ward shall include all that part of the City bounded on the west by a line commencing at the north boundary line of the City in the center of North Broad Street; thence southerly along the center of said North Broad Street to the intersection of North Broad Street and Borden Avenue; thence southeasterly along the center line of Borden Avenue until the point of intersection of Borden Avenue and the railroad; thence south along the center line of the railroad until the point of intersection of the railroad and Rexford Street; thence westerly along the center line of Rexford Street to the point of intersection of Rexford and North Broad Streets; thence southerly along the center line of North Broad Street until the point of intersection of North Broad and Cortland Streets; thence westerly along the center line of Cortland Street to the point of intersection of Cortland and Court Street; thence southerly along the center line of Court Street until the point of intersection of Court and Fair Streets; thence westerly along the center line of Fair Street until the point of intersection of Fair and Guernsey Street; thence southerly along the center line of Guernsey Street until the intersection of Guernsey and West Main Street; thence easterly along the center line of West Main Street and East Main Street to the point of intersection of East Main Street and Hubbard Avenue; thence southerly along the center line of Hubbard Avenue to the point of intersection of Hubbard and American Avenue; thence westerly along the center line of American Avenue until the point of intersection of American Avenue and South Broad Street; thence southerly along the center line of South Broad Street to the point of intersection of South Broad and Front Street; on the south from the above point of intersection easterly along the center line of Front Street until the intersection of Front and Birdsall Street; on the east from the above point of intersection northerly along the center line of Birdsall Street and Silver Street until the point of intersection of Silver and Gold Street; thence easterly along the center line of Gold Street to the point of intersection of Gold Street and the former O. & W. Railroad right of way; thence northerly along the former O. & W. Railroad right of way to the point of intersection of the former O. & W. Railroad right of way and Rexford Street; thence easterly along the center line of Rexford Street to the easterly boundary of the corporation; thence northerly along the easterly boundary line of the corporation; thence westerly along the northern boundary line of the City to the place of beginning.
Ward 5.
Fifth Ward. The Fifth Ward shall include all that part of the City of Norwich bounded as follows: Beginning on the easterly edge of the City of Norwich in the center of Rexford Street; thence running westerly at the center of said street to the center line of the former O. & W. Railroad right of way; thence southerly along the center line of the said former right of way to Gold Street; thence westerly along the center line of Gold Street to Silver Street; thence southerly along the center line of Silver Street to the intersection of Silver Street and East Main Street; thence easterly along the center line of East Main Street to the intersection of Midland Drive and East Main Street; thence southerly along the center of Midland Drive to the intersection of Midland Drive and Hale Street; thence easterly along the center line of Hale Street to the easterly boundary of the corporation to the place of beginning.
Ward 6.
Sixth Ward. The Sixth Ward shall include all that part of the City of Norwich bounded as follows: Beginning at the intersection of Midland Drive and Hale Street; thence northerly along the center line of Midland Drive to East Main Street; on the north from the above point of intersection westerly along the center line of East Main Street to the intersection of Birdsall Street and East Main Street, thence southerly along the center line of Birdsall Street to the intersection of Birdsall Street and Front Street; thence westerly along the center line of Front Street to the intersection of Front and South Broad Street; on the west from the above point of intersection southerly along the center line of South Broad Street to the point of intersection of South Broad and Hale Street; on the south from the above point of intersection easterly along the center line of Hale street to the place of beginning.
The said City of Norwich shall be considered a town for the purposes specified in the Judiciary Law, Article 16, Chapter 30, of the Consolidated Laws, and the Acts amendatory thereof and supplementary thereto, respecting the selecting, drawing and procuring of jurors, and the Supervisors and the Assessors, together with the City Clerk of said city, shall execute the duties of the Supervisors, Town Clerk and Assessors of the town, as prescribed by said Article, and a duplicate list of jurors selected by them shall be filed in the office of the Clerk of said city. The said City of Norwich shall also be considered a town for the purposes specified in the Poor Law, Chapter 42 of the Consolidated Laws, and the Acts amendatory thereof and supplementary thereto. And the poor of said city shall be received and cared for in the county almshouse in the same manner and on the same terms and conditions as the poor of the other towns in the County of Chenango.
The wards hereinbefore described shall until otherwise lawfully changed constitute the election districts for holding all elections other than special held in the city. The Inspectors of Election shall be appointed by the Mayor as provided by the Election Law of this state and shall in said city possess the powers and qualifications and discharge the duties as prescribed by said election law.
