Except as otherwise provided by law, each head of a department, in addition to any specific powers and duties which shall be authorized or directed in the creation of any department or by other authority, shall have the power and the duty to:
Assign personnel to any shifts, posts, details or duties which may be deemed appropriate to the responsibilities of the department.
Establish rules and regulations concerning operations of the department insofar as such rules and regulations are not in conflict with law or rules and regulations established by the Common Council of the city or the appointing authority.
Provide for appropriate direction and supervision for all personnel within the department, including discipline and conduct.
Provide for proper custody and maintenance of all equipment and facilities under control of the department or related to department activities.
Provide for appropriate training for personnel within the department.
Develop and implement programs within the department which will aid in enhancing performance and reducing costs.
Develop and update a capital expenditures plan for the department.
Provide appropriate support and assistance to City boards and commissions as it relates to the activities of the department.
Attend meetings of the Common Council, as requested or as required, for presentation of various types of information.
Submit such reports as may be required by the Mayor, the Common Council or law.
Aid in development of personnel policies, municipal bargaining strategies, and labor contracts involving department personnel.
Serve as a city representative to various local, county, regional, state or national organizations and agencies which formulate policies or develop planning criteria or methods of assessing merits of various programs affecting a department.
Represent the city in discussions with other governments, organizations, agencies and individuals as they relate to department programs.
Perform such other appropriate duties as may be requested by the Mayor or the Common Council.
