GENERAL REFERENCES
Open space and environmental protection — See Ch. 53.
Parks and recreation — See Ch. 229.
There shall be established an organization to be known as the "Borough of Trappe Park and Recreation Board."
The purpose of this organization is to:
A. 
Formulate park and recreation policies and to equip, supervise and maintain public parks and recreation areas in the Borough of Trappe in accordance with the laws governing public recreation as set forth in the Borough Code of the Commonwealth of Pennsylvania.
B. 
Integrate public recreation and parks programs into and about public grounds, facilities and schools wherever possible.
C. 
Conduct a public recreation program utilizing the physical properties available in the Borough of Trappe.
D. 
Provide leadership in coordinating all activities of a recreation nature in the community to obtain a maximum benefit for the citizens of this community.
E. 
Provide an adequate and balanced recreational program to meet the various needs and interests of every citizen.
F. 
Solicit the aid of existing organizations to accomplish these purposes.
The Board shall consist of five members appointed by the Council of the Borough of Trappe. Members of the Park and Recreation Board shall serve for respective terms of office of five years or until their successors are appointed with the terms of each member being staggered annually so that one term of membership expires annually. Members shall serve without pay.
A. 
Election of officers. At the annual meeting, the members of the Park and Recreation Board shall elect from its membership a Chairman, Vice Chairman and Secretary.
B. 
Special appointment. In case of a vacancy occurring during the year, the vacancy shall be filled by the Council of the Borough of Trappe for the remaining term of the vacating member.
C. 
Terms of officers. Officers shall be elected to serve for one year and until their successors have been duly elected and qualified.
D. 
Expenditures. The Board shall be empowered to make such expenditures as the Borough Council may approve from time to time.
A. 
Annual meetings. The annual meeting and reorganization meeting shall be held the second Wednesday in January of each year, and the officers elected at the annual meeting shall take office following their election.
B. 
Regular and special meetings. Meetings may be called by the Chairman at any time deemed necessary or desirable. A majority of the existing membership shall constitute a quorum.
A. 
Annual report. It shall be the duty of the Board and its Chairman to submit an annual report to the Borough Council of the Borough of Trappe which shall include an analysis of community recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and the public need to be met.
B. 
Review of subdivision plans and applications for building permits. Upon direction and request of the Borough Council of the Borough of Trappe or its delegated officers, it shall be the duty of the Board to review all subdivision plans with respect to open space issues.
C. 
Proposal to Borough Council of annual budget for recreational and open space facilities. It shall be the duty of the Board to submit an annual report to the Borough Council concerning the budget for open space and recreational facilities within the Borough setting forth anticipated revenue and expenditures for the next fiscal period. No expenditures or commitments to spend shall be made until the Borough Council shall have approved the budget submitted and authorized the expenditure.
D. 
Coordinate planning of recreational and open space in the Borough with regional land use planning. The Board shall make recommendations from time to time with respect to acquisition of open space or the improvement thereof. It shall also make recommendations with respect to land use planning concerning recreational facilities and open space within the Borough.
