A. 
The owner or owners, occupant or occupants, tenant or tenants of improved or unimproved premises abutting upon any public streets or roadway within the Township of East Hanover shall remove all snow, hail, sleet or ice from the full width of sidewalks abutting a respective premises within 24 hours after the termination of any snowfall or accumulation of hail, sleet or ice which occurs. In the event that ice may be so frozen as to make removal impracticable, the owner or owners, occupant or occupants, tenant or tenants of the abutting premises shall cause the sidewalk to be fairly covered with sand, ashes, sawdust, cinders or rock salt within 24 hours of the accumulation of such ice.
B. 
In case a building is occupied by more than one family or business unit, or in the case of a building with more than one story to which the public is invited for business purposes, then the tenant or occupant of the first floor story thereof is hereby required to remove all snow, hail, sleet or ice from the driveways, parking areas, walkways, steps and fire hydrants located upon such property within 24 hours after the termination of any snowfall or accumulation of the above substances occurs. In the event that ice may be so frozen as to make removal impracticable, the owner shall cause the walkways and steps to be thoroughly covered with sand, ashes, sawdust, cinders or rock salt within 24 hours after the termination of the accumulation of such ice.
C. 
No owner or operator of premises having parking spaces reserved for handicapped drivers and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by plowing, piling or the placement of snow or ice in such spaces.

No person, firm or corporation or the owner, tenant or occupant of any premises abutting any street shall throw, place or deposit any snow or ice into or upon any street, sidewalk, gutter or roadway or move or cause to be moved any snow or ice so as to obstruct any fire hydrant, Fire Department standpipe or wall hydrant in said township. It is the intent and purpose of this provision to prohibit all persons from throwing, casting, placing or depositing snow and ice which accumulates within the private property belonging to said persons upon the sidewalks, gutters or streets and roadways of the Township of East Hanover.

Any person, firm or corporation violating any of the provisions of this chapter shall, upon conviction thereof, be fined not more than $500 or be imprisoned in the county jail for a period not exceeding 90 days, or both, for each and every offense. Each and every twenty-four-hour period that such violation continues shall be considered a separate and distinct offense.
All members of the Township of East Hanover Police Department, all special officers and all members of the Township Department of Public Works are authorized to file complaints for violations of this chapter.
