Except when a special hazard exists that requires lower speed for compliance with Subdivision (a) of § 1180 of the Vehicle and Traffic Law of the State of New York, no person shall drive a vehicle at a speed in excess of 30 miles per hour on or along any street within the Village.
No vehicle shall at any time be driven to the left side of the center of a Village street for the purpose of overtaking and passing a vehicle proceeding in the same direction.
The turning of vehicles so as to proceed in the opposite direction (otherwise known as a u-turn) is hereby prohibited on any of the public streets or parts of streets within the Village.
No person shall fail or refuse to comply with any lawful order or direction of any police officer or other person duly empowered to regulate traffic.
The following highways are hereby designated through highways, and all vehicles approaching said through highways as below specified shall come to a full stop in accordance with the stop signs posted in these locations:
A. 
Centre Island Road is hereby designated as a through highway, and stop signs shall be posted at the following intersecting roadways entering thereon, controlling traffic as indicated:
(1) 
Northbound on the private road located on Tax Lot 34, shown on the Official Village Map dated February 1969.
(2) 
Eastbound on Mingo Avenue.
(3) 
Eastbound on Cedar Avenue.
(4) 
Westbound on Roosevelt Road.
(5) 
Eastbound on Harbor Drive.
(6) 
Westbound on Seawanhaka Road.
(7) 
Westbound on Eastover Road.
(8) 
Westbound on the private road located between Tax Lots 23 and 2035, shown on the Official Village Map dated February 1969.
(9) 
Westbound on Centre Island Road at the Village entrance.

A. 
Parking, standing and stopping prohibited. The parking, standing and stopping of vehicles is hereby prohibited on all public and private highways and streets within the Village.
B. 
Application of section. The provisions of this section shall apply except:
(1) 
When it is necessary to stop a vehicle because of an accidental or temporary disability or to avoid conflict with other traffic;
(2) 
In compliance with the directions of a police officer or official control device;
(3) 
When permission has been issued by the Mayor, Deputy Mayor or Police Chief and filed with the Police Department for the parking of vehicles incidental to a meeting or gathering at a particular location in the Village; or
(4) 
When the owners of real property, members of their families or their invitees park, stand or stop vehicles on the nonpaved area of a private road adjacent to and bordering upon said property, if such unpaved space is available.
Every person convicted of a traffic infraction for a violation of any provision of this article which is not an exclusive violation of any provision of the Vehicle and Traffic Law of the State of New York shall be punished in accordance with the provisions of Subdivision (b) of § 1800 of the Vehicle and Traffic Law of the State of New York, as amended.
