All engines, motor vehicles, trucks, wagons and movable apparatus of the Fire Department, when going to a fire, shall have the right-of-way through all streets and avenues in the Village of Coxsackie. On the approach of fire apparatus in any street or avenue as evidenced by a suitable warning or signal indicating the route of such fire apparatus, every driver or person in control of another vehicle shall immediately drive such vehicle as near as practicable to the right-hand curb or side of such avenue or street and parallel thereto and bring it to a standstill and keep it stationary until such fire apparatus has passed.

The Chief of the Fire Department of the Village of Coxsackie or any assistant engineer of the Fire Department in charge of any fire may, when deemed necessary by him to ensure the efficient working of the men or apparatus under his control, blockade any street, avenue, lane, alley or part thereof or other place in the Village of Coxsackie, and no person shall break through or attempt to break through such blockade.

Each and every person, whether fireman or not, present at a fire shall conduct himself in an orderly manner without noise or disturbance and shall promptly obey any order he may receive from the Chief of the Fire Department of the Village of Coxsackie or any of his assistants. The Chief of the Fire Department of the Village of Coxsackie or any of his assistants may command the aid of any person to assist in extinguishing the fire or the aid of any driver or person in charge of any motor vehicle or other vehicle or horse or team to assist with such vehicle, horse or team in taking any fire apparatus to any fire.

Whenever any hose of the Fire Department of the Village of Coxsackie shall be placed in or upon any street or avenue in the Village of Coxsackie in response to an alarm of fire or for the purpose of putting out a fire or for any purpose whatsoever under its jurisdiction, it shall be unlawful for any person, firm or corporation to drive or propel or cause to be driven or propelled on or across such hose any motor vehicle, truck, wagon or other vehicle.
Unless so directed by a police officer, no vehicle shall approach or be parked in any public street within 200 feet of the boundary line of any property on which a fire is in progress.

A. 
Installation requirements. All commercial buildings, businesses, mercantile occupancies, multifamily buildings with a common hallway, and multifamily structures having three or more dwelling units located within the Village must install a Knox-Box® on the exterior of the building or structure in compliance with the following specifications:
(1) 
The Knox-Box® must be within 10 feet of the entrance door normally used by the Village Fire Department to access the building;
(2) 
The top of the Knox-Box® shall be installed no higher than six feet and nor lower than five feet from the ground level;
(3) 
The Knox-Box® must be installed in such a manner as to be clearly visible and free from any obstruction, including trees, bushes, vegetation, or any man-made structures;
(4) 
If the Knox-Box® is equipped with a tamper switch or is connected to the building alarm system, the letter "A" shall be placed clearly on the door of the Knox-Box®; and
(5) 
The Knox-Box® shall not be painted.
B. 
Knox-Box® contents.
(1) 
All keys placed inside the Knox-Box® shall be clearly labeled with identification of the access or device that it operates. The Knox-Box® shall contain keys for the following areas and/or devices:
(a) 
All points of ingress and egress, including all doors located in the interior and exterior of the building;
(b) 
Entrance suites;
(c) 
All common areas of the building;
(d) 
Padlock keys for personnel and vehicular gates;
(e) 
Mechanical, plumbing or electrical rooms or devices, including elevator controls;
(f) 
Control valves, breakaway padlocks, alarm panels, and roof hatches; and
(g) 
Other areas as directed by the Village Fire Department.
(2) 
The Knox-Box® shall also contain the following:
(a) 
Name and telephone number of local contact person;
(b) 
Codes for any code-locked doors, with identification of the door(s) that it operates;
(c) 
Cards for any card access doors, with identification of the door(s) that it operates;
(d) 
Copy of building blue prints on a USB drive or in a digital .pdf format readable on a standard electronic device;
(e) 
Hazardous material information, for hazards located within the building, on a USB drive or in a digital .pdf format readable on a standard electronic device; and
(f) 
Other pertinent information as directed by the Village Fire Department.

Any person, firm or corporation who shall violate any of the provisions of this chapter shall, upon conviction, be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
