The following acts by any person within the confines of any of the parks, playgrounds or public places of the Village of Coxsackie are hereby prohibited:
A. 
Climbing trees or cutting, breaking, injuring, defacing or disturbing any tree, shrub, plant, grassed area or other vegetation, rock, building, sign, monument, fence, bench, equipment or other structure, apparatus or property; plucking, pulling up, cutting, taking or removing any tree, shrub, bush, plant or flower; gathering or taking any fruit or nut; or cutting, writing or marking upon any building, monument, fence, bench, table or other structure, apparatus or property.
B. 
Injuring, defacing or destroying any notices, rules or regulations posted for the government of the park or playground.
C. 
Cutting or removing any wood, turf, grass, soil, rock, sand or gravel.
D. 
Indulging in riotous, boisterous, threatening, immoral or indecent conduct. No person shall disturb the peace and good order in the park by fighting, quarreling or wrangling with loud voices or shouts, threatening violence to any person or the property of others, or engage in clamor or boisterous shouts or conduct or tumult.
E. 
Using any abusive, threatening, profane, immoral, indecent or suggestive language.
F. 
Selling or offering for sale any merchandise, article or thing whatsoever except through duly authorized concessions.
G. 
Leaving behind or dumping any material of any kind, including but not limited to bottles, tin cans, broken glass, paper, clothes, rubbish or offal of any description, except that refuse, ashes, garbage and other material from a picnic or other permitted activity shall be deposited in receptacles or pits provided and marked for such purposes.
H. 
Collecting in parks in bodies or crowds for unlawful purposes or boisterous or riotous assemblage or intending to annoy, harass or inflict property damage or bodily injury upon another person or persons.
I. 
Playing at disorderly games of chance or offering for sale or being under the disturbing influence of any beer, drug, stimulant, depressant or hallucinating agent; and no person shall possess, consume or use any illegal substance, drug, stimulant, depressant or hallucinating agent within the park.
J. 
Loitering in or near toilet buildings in parks.
K. 
Except maintenance employees on duty, entering a toilet room set aside for the opposite sex.
L. 
Appearing in a state of nudity or in dress not properly belonging to his or her sex or committing, performing or engaging in any lewd, lascivious, obscene or indecent act or behavior; and no person shall make any indecent exposure of his or her person.
No person shall have, possess, carry or transport any liquor, wine, beer or other alcoholic beverage in an open bottle or other open container or any illegal substance, drug, stimulant, depressant or hallucinating agent in or upon any public sidewalk, street, lane, highway, building, parking lot, park or playground area or other public property or in any vehicle upon such area within the Village of Coxsackie. No person shall drink or otherwise consume any liquor, wine, beer or other alcoholic beverage in or upon any of the aforesaid public areas or property within the Village of Coxsackie.
No individual or organization shall hold or conduct any picnic, celebration, parade, service or exercise without first obtaining a permit, and it shall be unlawful for any person to take part in any picnic, celebration, service or exercise held or conducted contrary to the provisions hereof. Further, such permit may include permission for an organization desiring to have, distribute or consume alcoholic beverages in a park or playground area within the Village of Coxsackie. No person shall consume, possess or distribute any alcoholic beverages in any park or playground area within the Village of Coxsackie, but the distribution, possession or consumption of beer shall be lawful upon the issuance of a permit, which permit shall be issued only upon the following conditions:
A. 
Such organization, by its duly authorized officer, must agree, in writing, to assume full responsibility for supervising the conduct of the group or individuals benefiting from such permit and to properly clean up and restore the premises, after use, to their prior condition.
B. 
Such organization must further agree, in writing, that adequate precautions shall be taken to ensure that minors will not be served or allowed to consume alcoholic beverages at the permitted event or gathering.
C. 
No alcoholic beverages shall be distributed or consumed other than on the specific premises described in the permit and only during the time stated therein.
D. 
No permit shall be issued to any organization which has previously been issued a permit and has failed to comply with the provisions hereof.
All permits provided for hereunder shall be issued through the Mayor.
It is hereby granted to the Mayor the authority to make and enforce reasonable rules and regulations for the use of the parks and playgrounds, the violation of which rules and regulations shall be considered to be a violation of this chapter and shall be subject to the penalties herein provided.
These rules and regulations shall apply to all parks within the Village of Coxsackie.

All Village parks shall be open between the hours of sunrise and dusk and shall be closed to the public during the remaining hours, except as hereinafter set forth or by special permit.
A. 
No person shall start a fire in a park, except small fires for culinary purposes in park grills or privately owned grills or fires in the fireplaces or designated areas approved by the Village Board or Superintendent of Streets, Parks and Municipal Buildings, except that the Superintendent of Streets, Parks and Municipal Buildings may, at his discretion, prohibit fires for limited periods at any park property.
B. 
All fires shall be put out by the person or persons starting or using the same before leaving the immediate vicinity of the fire. The dumping of hot ashes or fire from portable grills onto the plants or grass is prohibited.
No person within the confines of a park shall hunt, pursue with dogs, trap or in any way molest any wild bird or animal found within the confines of the park or rob or molest any bird nest or take the eggs of any bird.
No person shall fail or refuse to comply with any reasonable order lawfully given by any law enforcement officer or any authorized agent acting under the authority of the Village Board or willfully resist, obstruct or abuse any law enforcement officer or other official in the execution of his official duty.
Any person, firm or corporation who shall violate any of the provisions of this chapter shall, upon conviction, be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
