It is hereby found and declared to be in the
best interest and welfare of the general public to expedite the removal
of snow, reduce driving hazards and to ensure open roads for the movement
of emergency vehicles during snowstorms, flood, serious fire or other
extreme public emergency.
A.
The Mayor shall prepare and may, from time to time,
amend a list of Village streets which he designates as snow routes,
indicating the name of each said road. Such list and any amendments
thereto shall be filed with the Village Clerk who shall cause such
list or amendments thereto to be published once in the official newspaper.
Such snow routes shall take effect upon such publication and shall
continue until modified.
B.
The Mayor may declare a state of snow emergency whenever,
in his judgment, snow has created dangerous driving conditions within
the Village. During the existence of a snow emergency, no vehicle
shall be parked or abandoned upon the snow routes.
C.
The Superintendent of Streets, Parks and Municipal
Buildings shall erect and maintain appropriate signs at reasonable
intervals along the designated snow routes to provide notice that
it is unlawful to park or abandon any vehicle along a snow route during
a snow emergency.
The Mayor may declare a state of emergency in
cases of flood, serious fire or other extreme public emergency whenever
conditions resulting therefrom create a dangerous driving condition
within the Village. During the existence of such emergency, no vehicle
shall be parked or abandoned upon that portion of the public highway
or highways affected by the conditions resulting from flood, serious
fire or other extreme public emergency.
Any vehicle parked or abandoned in violation of the provisions of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and may be removed and impounded as provided in Article V of this chapter.
