Every owner or occupant in charge of any house or other building, or the owner or proprietor, lessee, or person entitled to the possession of any building or vacant lot, shall clear the sidewalks in front and, if any, at the side of the lot on which any such house or building is situated or in front or side of any vacant lot, from snow and ice, and keep such sidewalks or pathways free from snow and ice.
In case snow and ice are so congealed that they cannot be removed without injury to the sidewalks, they shall cause the snow and ice to be strewn with ashes or sand and shall also at all times keep such sidewalks clear and free from all dirt or filth, or other obstructions or encroachments, so as to allow pedestrians to use the sidewalks with safety.
Any person, firm, or corporation who or which shall violate or fail, neglect, or refuse to comply with the provisions of this article shall, upon conviction in a summary proceeding, be sentenced to pay a fine of not more than $1,000, together with the costs of prosecution, and, in default of payment, shall be sentenced to imprisonment for a period not to exceed 30 days.
