The City Clerk shall be elected pursuant to the Charter and shall have all of the powers and duties vested in the City Clerk and/or Town Clerk by statute, the Charter and City legislation. In addition, the City Clerk shall be responsible for the following:
A. 
The City Clerk shall be the custodian of any bond with surety given to the City by the City Manager for the faithful performance of the Manager's duties.
B. 
The City Clerk shall keep a complete and exact record of all licenses issued by him/her together with the fee received for each license, its date and the name of the person to whom it was issued.
C. 
The City Clerk or such other person as may be designated by the City Council shall be responsible for keeping the minutes of all City Council meetings and all public hearings.
