In accordance with Chapter VII, § C7-4 of the Charter, there shall be a Police Department, to be headed by the Chief of Police. Within the Department, in addition to the actual Police Department proper, there shall be the following divisions:
A. 
Division of Auxiliary Police, to be headed by the Chief of Police.
B. 
Division of Animal Control, to be headed by the Dog Warden.
In accordance with the Charter and this chapter, the City Manager shall appoint and may remove the Chief of Police and the Dog Warden.
The Police Department and the divisions thereof shall have the powers and duties assigned to them by statute, the Charter, this chapter, other legislation or the City Manager.
