There is hereby established a Zoning Board of Appeals pursuant to the provisions of § 8-5 of Chapter 124 of the Connecticut General Statutes.

The Zoning Board of Appeals shall consist of five members and three alternates. All members of the Zoning Board of Appeals shall be appointed by the City Council in accordance with § C3-3J of the City Charter, and may be removed by the City Council. All members of the Board shall serve for terms of three years. A member appointed to the Board to replace a member whose term has not expired shall be appointed, for the unexpired term only, by the City Council of the City of Meriden.
In order to provide continuity on the Zoning Board of Appeals, those persons serving as members and alternates as of December 3, 1979, shall serve until such time as the terms to which they were originally appointed all expire.
At its April meeting the Zoning Board of Appeals shall elect from its members a Chairman, Vice Chairman and Secretary.
The Zoning Board of Appeals shall meet as often as it deems necessary pursuant to its own rules of procedure, but no less than once a month.
The Zoning Board of Appeals shall have such powers and duties as are assigned to it by Chapter 124 of the Connecticut General Statutes and the Zoning Ordinance of the City of Meriden.[1]

Except where otherwise specifically provided by statute, Charter or other legislation, a majority of the members of the Zoning Board of Appeals must be present to constitute a quorum, and a majority vote of those members of the Board present and voting is required for action. The Board may establish such rules of procedure as it deems necessary, provided that no such rule shall conflict with any other legislation.
