There is hereby established a Human Services Advisory Board which shall consist of seven members to be appointed and removed by the City Council. The members shall serve for terms of three years, except that of the first members appointed, three shall be appointed for terms of three years, three shall be appointed for terms of two years and one shall be appointed for a term of one year. A member of the Board appointed to the Board to replace a member whose term has not expired shall be appointed for the unexpired term only. One of the appointed members must be between the ages of 18 and 21 years of age.

At its April meeting the Human Services Advisory Board shall elect from its members a Chairman, Vice Chairman and Secretary.
The Human Services Advisory Board shall meet as often as it deems necessary pursuant to its own rules of procedure, but no less than once a month. It shall file a monthly report of its activities and a financial statement with the City Council.
The Human Services Advisory Board shall have such powers and duties as are assigned to it by statute, the Charter, this chapter or other legislation of the City Council.
The primary responsibility of the Human Services Advisory Board is to improve the delivery of health and social services to our community and submit to the City Council any recommendations which might serve to facilitate that responsibility.
Except where otherwise specifically provided by statute, Charter or other legislation, a majority of the members of the Human Services Advisory Board must be present to constitute a quorum, and a majority vote of those members of the Board present and voting is required for action. The Board may establish such rules of procedure as it deems necessary, provided that no such rule shall conflict with any other legislation.
