The provisions of this chapter shall not apply
to any auction of jewelry held under the direction of any executor
or administrator in the process of settling his decedent's estate
or to an auction held according to the provisions of any court order
or to an auction of household goods or personal effects held under
the direction of the owner thereof.
All persons licensed by the Commissioner of State Police to sell jewelry at auction under the provisions of § 21-3 of the General Statutes[1] shall, in addition to such license, secure a license from
the Town and City Clerk to sell such jewelry at auction and shall
pay therefor a license fee of $25 a day for the period covered by
such license.

The license fees collected under the provisions
of the preceding section shall be used for the employment of a uniformed
police officer and a jewelry expert appointed by the City Manager
to prevent the perpetration of fraud upon the public, who shall be
in continuous attendance during each day of any auction sale held
under any license issued under this chapter. The jewelry expert shall
check over and appraise the goods to be sold and shall receive $15
per day therefor.
No auctioneer shall hold an auction for any
person in the jewelry business unless such person has been in such
business continuously in the City for a period of one year immediately
preceding such auction, nor shall an auctioneer conduct any auction
for a person who has sold watches, diamonds, jewelry, sterling silverware,
clocks or any goods commonly sold by jewelers at auction in the City
for an aggregate period of 30 days during a period of one year immediately
preceding such contemplated auction.
Except as otherwise provided under the General
Statutes, no person shall sell, offer for sale or dispose of jewelry,
watches, diamonds, sterling silverware, clocks or any goods commonly
sold by jewelers at public auction in the City after 6:00 p.m. of
any day.
No auctioneer shall conduct any auction sale
of jewelry for more than 30 days from the date of commencement of
such sale.
No auctioneer shall make any false representations
as to the type, quality, condition, value or present or previous ownership
of any watches, diamonds, jewelry, sterling silverware, clocks or
any goods commonly sold by jewelers which are offered for sale by
him or substitute another article for any such article sold by him.
No person shall act as an accomplice for the
purpose of making mock bids at any auction sale of jewelry.

The provisions of this chapter may be enforced
by citation, in addition to other remedies. The citation fine amount
shall be $77. The following persons have authority to issue citations
for violations pursuant to this chapter: City of Meriden police officer.
