A code regulating the installation, maintenance, repair and
control of buildings, and the connection thereof with outside sewers,
cesspools or other receptacles, regulating the practice of plumbing
and the issuance of licenses to practice plumbing is hereby established
pursuant to the provisions of P.L. 1948, c. 275.[1] A copy of said code is annexed thereto and made a part
hereof without the inclusion of the text thereof herein.

The said code established and adopted by this chapter is described
and commonly known as the "Plumbing Code of New Jersey (1953)."
Three copies of the said "Plumbing Code of New Jersey (1953),"
similarly marked, have been placed on file in the office of the Clerk
of this municipality upon the introduction of this chapter and will
remain on file in such office for the use and examination of the public.
In connection with the provisions of this chapter and the code
hereby established and adopted as part hereof, the following fees
shall be charged and received:
A.
For the examination of any applicant as master plumber, $50; for
the examination of any applicant as journeyman plumber, $2.
B.
For the issuance and annual renewal of a license as master plumber,
$10; for the issuance and annual renewal of a license as journeyman
plumber, $1.
C.
For the issuance of a courtesy master plumber's license, $10.
D.
For the filing of plans for proposed plumbing work, $2.
E.
For the issuance of a permit for proposed plumbing construction,
alteration or plumbing work, $2; for each fixture or the replacement
of a fixture proposed in the approved plan for construction or alteration,
$1 per fixture.
F.
For each reinspection of plumbing caused by the failure of a licensee
to comply with the provisions of the code or permit issued, $2.
G.
For the inspection of gas piping, per outlet, $1.
H.
For the inspection of a water heater and tankless heater, $2.
I.
For the issuance of a permit and inspection for the new house sewer
connection to the street, $10.
J.
For the issuance of a permit and inspection for renewal of the house
sewer connections to the street, $5.
K.
For a percolation test for a new septic tank, $10.
When an application for a master plumber's license is made
by a qualified person who is a member or an officer of a firm, corporation
or partnership, said person shall be named as a constituted representative
of the business, and all plumbing work done shall be under the direct
supervision of the licensed man. When said licensed man no longer
has a recognized place in the business mentioned or severs his connections
with same, said master plumber's license becomes void.
A permit shall be required to install plumbing, as provided under Section 7-7, including Section 7-7-4, of the code, for all dwellings, schools, public buildings, manufacturing plants and warehouses (N.J.S.A. 26:3-33).
When a permit is issued to an owner to install plumbing work
as provided under Section 14-1.2 of the code, said owner shall comply
with all the requirements of the code applicable to master plumbers.
When a permit is issued to a person or a member of a firm, corporation
or partnership to install plumbing work, appliances or any equipment
that is to be connected to the water and sewer system, as provided
by under Section 14.1.3 of the code, said person or member of the
firm, corporation or partnership shall first comply with all requirements
and regulations of the code applicable to a master plumber.
A master plumber may receive a courtesy license with one plumbing
permit if he is qualified under Section 14.8.1 and complies with Section
14.11.1. Upon completion of said plumbing installation, the courtesy
license becomes void. The plumbing bond will continue in effect for
one year.
When a permit is issued for plumbing work under Section 9.4.1,
pipe size for all horizontal lines of building drains and sewers,
where one or more water closets are connected inside of the building,
shall be not less than four inches in size. Care must be taken on
the depth of a basement in conjunction with the level of the septic
tank or sewer in the street for the outgoing sewer pipe. The pipe
from the building to the septic tank or street sewer is to be of not
less than four-inch extra-heavy cast-iron soil pipe or four-inch transite
pipe in five-foot lengths.
The Board of Health may adopt such rules and regulations which
it deems necessary in connection with this chapter and the code established
hereunder which do not conflict therewith.
Nothing in this chapter contained shall apply to any public
utility subject to regulation by the Board of Public Utility Commissioners
of the State of New Jersey, nor to any of the employees while engaged
in the ordinary conduct of its business A permit shall be obtained
by such utility for the installation of new equipment and plumbing
connections, but no permit shall be necessary with regard to maintenance
or repair.
When a permit is issued for plumbing work under Section 3-4, all waste, vents and water pipes of copper shall not be less in weight than Type "L."
All ordinances and parts of ordinances inconsistent with any
of the provisions of this chapter and the code established hereunder
are hereby repealed to the extent of such inconsistency and otherwise
shall remain in full force and effect.
In the event that any section, sentence or clause of this chapter
or code shall be declared unconstitutional by a court of competent
jurisdiction, such declaration shall not in any manner prejudice the
enforcement of the remaining provisions.
Any officer of the Health Department or Plumbing Inspector shall
have the right, upon identifying himself, to enter in or upon premises
at any reasonable hour of the day or night to determine or ascertain
whether a nuisance exists or whether the provisions of this chapter
are being followed and obeyed.
Any person or persons, owner or lessees, or occupants, firm
or corporation violating any of the provisions of this chapter or
the "Plumbing Code of New Jersey (1953)," made a part hereof, shall,
upon conviction thereof, pay a penalty of not less than $2 nor more
than $100 for each offense.
This chapter and the code established therein shall take effect
30 days after the first publication of the chapter in accordance with
the provisions of N.J.S.A. 26:3-69.1 to 26:3-69.6.
