As used in this article, the following terms shall have the meanings indicated:
SNOW EMERGENCY
A condition caused by snow accumulation that creates or is likely to create dangerous driving or walking conditions, placing residents and others at risk of injury, and which might be relieved to some extent by regulating the parking of motor vehicles so as to allow plowing and snow removal.
A. 
A declaration of a snow emergency in the Village of Coxsackie can be made after snow accumulates within the Village to a depth of six inches or more, as measured by the Superintendent of Public Works. The Superintendent of Public Works, or his representative, upon approval of the Mayor, shall notify the Police Department and post notice in the Village's bulletin board that a snow emergency is in effect.
B. 
During other emergency conditions which create dangerous driving or walking conditions, as determined by the Superintendent of Public Works, the Superintendent of Public Works shall have the authority, upon the approval of the Mayor, to declare that any or all of the restrictions in this article are in effect.
C. 
Upon declaration of a snow emergency, the snow emergency shall remain in effect for 48 hours or until such time as appropriate notice is given by the Superintendent of Public Works, or his representative, to the Police Department and notice is posted in the Village's bulletin board that the snow emergency is no longer in effect. If at any time the accumulation of snow reaches a level of six inches or more after the hours of 11:00 p.m. and prior to 7:00 a.m. the following morning, the provisions of this article shall not be enforced until after the hour of 7:00 a.m.
D. 
During a snow emergency, the Superintendent of Public Works shall assess the Village's roads and the appropriate action to be taken to best clear the roads to ensure public safety. After assessing the roads and the appropriate action to be taken during a snow emergency, the Superintendent of Public Works, or his representative, may post temporary no-parking signs (snow removal) where he deems appropriate to best clear the Village roads of accumulated snow.
The Village of Coxsackie Police Department, or any police agency, is hereby authorized and directed to take the actions necessary to enforce the provisions of this article. Such actions may include the towing of vehicles, trailers or other obstacles that are in violation of the temporary no-parking signs placed pursuant to § 129-35D hereof. Prior to towing, however, the Police Department shall make reasonable efforts to notify owners of the vehicles and give them an opportunity to move said vehicles.
