It shall not be lawful for any person to start or keep up any bonfire or other fire upon any street in said Village which is now or shall hereafter be paved with what is commonly known as "asphalt" or "bitulithic pavement," nor shall any person permit any fire to be started or kept up upon any street which is now or shall be so paved in front of any premises owned or occupied by him.
It shall be the duty of the police officers of the Village of Green Island to enforce this article and to arrest and present for trial any person guilty of a violation thereof.

Any person guilty of a violation of § 140-13 of this article shall, upon conviction thereof, be punished for each offense by a fine of not more than $250 or by imprisonment for a term not to exceed 15 days, of both. The imposition of any such fine or imprisonment, or both, shall not be taken to in any manner waive or prejudice any right of the Village of Green Island to bring a civil action against any person who shall have caused injury or damage to any street, paved or which shall be hereafter paved as mentioned in this article, to recover for such injuries or damage.
