No bills, posters, signs, stickers, either of paper, wood, tin
or any other material shall be posted, nailed or otherwise fastened
to any telegraph, telephone or electric light pole, tree or private
fence within the City. This article shall not apply to authorized
or private bill posters or where permission has been given by a property
owner to allow his/her premises to be used for such purpose, and public
notice thereof has been given that the premises may be so used. The
Superintendent of Public Works shall remove all posters, signs and
stickers that are put up contrary to this article.
No person shall pull down or deface any ordinance or handbill
of this City signed by the Mayor or other officer of this City, set
up within the City.

No person shall throw or deposit any commercial or noncommercial
handbill, newspaper, paper, periodical, magazine, circular, card or
pamphlet in any public place, provided that any person may hand out
or distribute without charge to the receiver thereof any noncommercial
handbill, newspaper, paper, periodical, magazine, circular, card or
pamphlet on any sidewalk, street or other public place within the
City to any person willing to accept it.
No person shall throw, deposit or distribute any commercial, handbill, newspaper, paper, periodical, magazine, circular, card or pamphlet in or upon private premises which are inhabited, except by handling or transmitting any such material directly to the owner, occupant or other person then present in or upon such private premises, provided that in case of inhabited private premises which are not posted as provided in § 189-7, such persons, unless requested by anyone upon such premises not to do so, shall have the authority to place or deposit any such handbill, newspaper, paper, periodical, magazine, circular, card or pamphlet in or upon such inhabited private premises if such materials are so placed or deposited as to secure or prevent it from being blown or drifted about such premises or sidewalks, streets or other public places and except that mailboxes may not be used when prohibited by the law or regulations.
The provisions of this article shall not apply to distribution
of mail by the postal service.
No person shall throw or deposit any commercial or noncommercial
handbill, newspaper, paper, periodical, magazine, circular, card or
pamphlet in or upon any private premises which are temporarily or
continuously uninhabited or vacant.
No person shall throw, deposit or distribute any commercial
or noncommercial handbill, newspaper, paper, periodical, magazine,
circular, card or pamphlet upon any private premises if requested
by anyone thereon not to do so or if there is placed on such premises
in a conspicuous position near the entrance thereof a sign bearing
the words "No Trespassing," "No Peddlers or Agents," "No Advertisement,"
or any similar notice indicating in any manner that the occupants
of such premises do not desire to be molested or have their right
of privacy disturbed or to have any such material left upon such premises.
No persons shall throw or deposit any commercial or noncommercial
handbill, newspaper paper, periodical, magazine, circular, card or
pamphlet in or upon any vehicle, provided that a person may hand out
or distribute, without charge to the receiver thereof, a noncommercial
handbill, newspaper, paper, periodical, magazine, circular, card or
pamphlet to any occupant of a vehicle who is willing to accept it.
