A. 
Streets. No person shall obstruct or endanger, or place or permit anything to obstruct or endanger, the free passage or proper use of the public of any street, alley, sidewalk, bridge, wharf or pier in the City, except as provided in this article. The person causing such obstruction shall remove it within the time specified upon notice by the Superintendent of Public Works or the Police Department.
B. 
Gutters. No person shall obstruct any gutter in any street or alley preventing the free passage of water without the permission of the Superintendent of Public Works.
No person shall place any awning or structure intended for the purpose of an awning over any sidewalk unless the lowest part thereof is at least eight feet above the surface of the sidewalk.
No person shall erect any structure on any sidewalk without the permission of the Council.
Outdoor public telephone booths and facilities may be placed on the sidewalks between curbs and property lines in order to furnish telephone service to the public, provided the Council determines that such booths or facilities are necessary and desirable in the interest of public welfare, and further provided that proper application for permission to place such booths or facilities is first made, and approval given by the Common Council. The application for said approval shall be accompanied by plans and drawings showing exact locations of such booths and facilities.
No person shall place any goods, merchandise or other articles upon any sidewalks so as to impede the travels of persons on the sidewalk except on permission of the Council.
Any person engaged in erecting or repairing a building may utilize half of the sidewalk, and 1/3 of the street in front of the lot on which the building is being erected or repaired, for the placing of materials to be used in building or making such repairs, for a period of time not to exceed three months. The materials shall be placed and arranged as approved by the Chief of Police. All materials shall be removed by such person within 10 days after the building is finished.
This article shall not apply:
A. 
Where the obstruction is caused by the loading or unloading of goods, wares or merchandise to and from vehicles in such a manner as to cause a minimum of obstruction, which is necessary and unavoidable.
B. 
To receptacles for garbage, ashes or refuse lawfully placed on or in sidewalk areas for collection.
C. 
To space within three feet of the front line of any dwelling, house, shop or other building, if such space is appropriated and used by the occupant or owner thereof.
No person shall ride any bicycle, tricycle or similar vehicle on any sidewalk in the City, except children under 10 years of age who may ride tricycles or velocipedes on the sidewalk.

The following sports equipment is hereby prohibited from being used in and on any public street, roadway or right-of-way of the City:
A. 
Basketball poles and/or nets.
B. 
Bases of any type.
C. 
Goals and other type netting, i.e., hockey, soccer.
D. 
Similar types of sports equipment.
