As used in this chapter, the following terms shall have the
meanings indicated:
as used in this chapter shall have the same meaning as in the Connecticut Liquor Control Act, Section 30-1 et seq. of the Connecticut General Statutes, Revision of 1958, as amended.
shall mean to organize a gathering of two or more persons,
or to allow the premises under one's control to be used with
one's knowledge for a gathering of two or more persons, for personal,
social or business interaction.
shall have the same meaning as that term is defined in Title 30, § 30-1, of the Connecticut General Statutes as same may be amended from time to time.
shall mean having in one's possession or control alcoholic
liquor in a glass, open bottle, can or other container so as to permit
consumption.
shall mean all public highways within and under the control
of the Town of New Milford and shall include all sidewalks.
shall mean those areas owned by or under the control of the
Town of New Milford or customarily used by the general public.

No person shall consume or possess with intent to consume any
alcoholic beverage on any municipal property except as permitted herein.
The Town Council may grant licenses to restaurants and/or cafes for
outdoor seating for their patrons, wholly or partly on Town property,
which license may allow the serving and consumption of alcoholic liquor
within the licensed area, subject to such conditions and restrictions
as the Town Council deems appropriate and subject to all other local
and state approvals which may be required. Alcoholic beverages may
be served and consumed on public grounds for consumption at a Town-authorized
special event conducted on municipal property, provided that a permit
to serve and/or allow the consumption of alcoholic beverages is approved
by the Mayor and Chief of Police, in their discretion. A permit may
only be granted after the applicant has obtained other permits as
may be required from other governmental agencies or authorities. A
cash bond of $200 shall be delivered to the Mayor when the permit
is issued. Any portion of the bond may be waived by the Mayor for
good cause. Notwithstanding the foregoing, alcoholic beverages shall
not be permitted on school property.

Notwithstanding the provisions of § 2B-2, persons may possess alcoholic liquor with the intent to consume and may consume alcoholic liquor at Clatter Valley; provided, however, that the Parks and Recreation Commission has first given written authorization to permit the sale, service or distribution of alcoholic liquor at or in connection with a public function, festival or celebration being held at said Clatter Valley.

No minor shall possess any container of alcoholic liquor, whether
opened or unopened, on public or private property within the Town
of New Milford, except when accompanied by or in the presence of his
or her parent, guardian or spouse who has attained the age of 21 years.

No person shall host an event or gathering, on public or private
property within the Town of New Milford, at which alcoholic liquor
is consumed by or dispensed to any minor unless such minor is accompanied
by or in the presence of his or her parent, guardian or spouse who
has attained the age of 21 years.

The Chief of Police or any sworn member of the New Milford Police
Department is charged with the enforcement of this chapter.

Any person violating the provisions of this chapter shall be
subject to a fine of $100 per offense.
