Within the Department of Public Works, there shall be the Borough Engineer. Prior to his appointment, the Borough Engineer shall be a licensed professional engineer of the state. Subject to the direction and supervision of the Manager, the Engineer shall:
A.
Provide professional engineering advice and assistance to the Council, Manager, Public Works Department Supervisor and all departments, as required and within the limits of available appropriations.
B.
Provide staff assistance to the Borough Planning and Zoning Boards for the review of subdivision and site plan applications and plats, master planning studies, and capital budget preparation and analysis. The respective boards shall contract for such service pursuant to appropriate Land Use Law.[1]

C.
Have custody of all maps, charts, profiles and other delineation of public improvements and facilities and related public utility improvements and facilities within the Borough.
D.
Maintain the Borough Official Map, Tax Map and the Borough Zoning Map in a current legal status at all times.
E.
Prepare plans and specifications for public works authorized by Council and make such field surveys as may be required therefor.
F.
Make such inspections of the work of public contractors as may be necessary or desirable, supervise the performance of public works contracts, and certify the amounts due and payable thereunder.
G.
Provide such operating standards and maintain such engineering data and records as may be necessary or desirable for the proper and efficient administration of the public works facilities of the Borough other than the water system.

A.
Within the Department there shall be an Operating Services Section, the head of which shall be the Public Works Department Supervisor. Subject to the direction and supervision of the Manager, the Public Works Department Supervisor shall be the Borough Recycling Coordinator.
B.
The Department of Public Works shall have the following responsibilities:

(1)
Roadway repair and maintenance. Fill potholes, repair sunken trenches, fill cracks, inspect, and maintain accurate and complete records, etc., of the Borough roadways in a safe condition for travel by pedestrians and vehicles.
(2)
Roadway cleaning. Sweep and clean the streets of the Borough, maintain complete and accurate records, and remove therefrom all accumulations of debris, dead animals, garbage, etc. Empty and dispose of all trash from Borough trash cans.
(3)
Stormwater system repair and maintenance. Install, operate, maintain, repair, inspect and maintain complete and accurate records of the drainage facilities, storm sewers and catch basins of the Borough.
(4)
Vehicle repairs and maintenance. Provide for the maintenance and repair of all Borough motor vehicles, trucks and equipment. Maintain complete and accurate records of service performed and parts supplied and the cost thereof.
(5)
Sanitary sewer system repair and maintenance. Operate, maintain, repair, inspect, and maintain complete accurate records of the Borough sanitary pump stations, collection system, including manholes, mains, pipes and valves.
(6)
Snow. Plow, salt, brine, shovel, inspect, maintain complete and accurate records and remove all snow and ice from Borough parking areas, roadways, and walkways.
(7)
Traffic lights. Install, operate, maintain, repair, inspect and maintain complete and accurate records of all Borough-owned traffic lights and apparatus.
(8)
Regulatory signs. Install, maintain, repair, inspect and maintain complete and accurate records of all Borough-owned regulatory signs and posts.
(9)
Curb and sidewalk repair and maintenance. Repair, replace, inspect and maintain complete and accurate records where needed of all Borough curbs and sidewalks.
(10)
Borough-owned buildings. Maintain, repair, inspect and maintain complete and accurate records of all Borough-owned buildings and structures in a good and workmanlike manner.
(11)
Grounds, parks, and outdoor recreation areas. Maintain, improve, inspect, maintain complete and accurate records, conserve, clean, empty trash cans and dispose of trash, etc., to all Borough-owned grounds, parks, and outdoor recreation areas.
(12)
Janitorial services. Provide office cleaning, custodial, and janitorial services as required to all Borough building, structures and offices, maintain complete and accurate records.
(13)
Trees. Care for, cut, trim, plant, grind, cultivate greens, inspect, maintain complete and accurate records of shade trees and ornamental plants in the public ways, parks, and other public places of the Borough.
(14)
Snow. Plow, salt, brine, shovel, inspect, maintain complete and accurate records and remove all snow and ice from Borough parking areas,' roadways, and walkways.
(15)
Painting of roadway crosswalks, stop bars and curbs. Paint, where required, Borough crosswalks, curbs and roadways in a good and workmanlike manner.
There shall be a section on water supply, the head of which shall be the Public Works Department Supervisor. The Water Supply Section shall be a part of the Department of Public Works.
