There shall be a Department of Health and Welfare, the head of which shall be the Public Assistance Director and/or the Health Officer, whichever is appropriate.
A. 
Within the Department there shall be a Health Board, the head of which shall be the Health Officer or Acting Health Officer.
B. 
Under the supervision of the department head, the Board shall:
(1) 
Have all of the functions, powers and duties of a local board of health under Title 26 of the Revised Statutes; except that, as required by this chapter, the Council shall have and exercise all local legislative powers under that title.
(2) 
Plan and administer a comprehensive public health program, including, without limitation thereto, environmental, sanitation, communicable disease control, child and adult health and health education, prevention and control of drug and narcotics abuse, and other services as may be authorized by this chapter or ordinance.
(3) 
Administer and enforce the local health ordinances.
C. 
The Manager and/or Board, whichever is appropriate, shall appoint a Registrar and Deputy Registrar of Vital Statistics, pursuant to this chapter and particularly to Title 26 of the Revised Statutes.[1]
