Any person who shall violate any provision of this chapter may, upon conviction, be punished by a fine of not more than $100, and each day's failure to comply with any such provision shall constitute a separate violation.
A. 
In any case where a provision of this chapter is found to be in conflict with a provision of any zoning, building, fire, safety, health or other ordinance or code of the Town of New Milford, the provision which establishes the higher standard for the promotion and protection of the health and safety of the people shall prevail. The powers specifically granted by this chapter shall be in addition to all powers granted to the Town of New Milford and the NMHD pursuant to the provisions of the Connecticut General Statutes. If any specific requirement of this code is also a requirement of the Building Code, Public Health Code and/or Fire Safety Code of the State of Connecticut and such code contains an exemption from such requirement for structures which are legally used and occupied or already approved under such code on the date of adoption of such requirement, then such exemption shall also apply to the same extent to the specific requirement of this code as to any dwelling, dwelling unit or rooming unit which is in existence and for which a certificate of occupancy has been issued by the town's Building Official as of the effective date of this code.
B. 
If any section, subsection, paragraph, sentence, clause or phrase of this chapter is declared invalid for any reason whatsoever, such decision shall not affect the remaining portions of this chapter, which shall remain in full force and effect; and to this end the provisions of this chapter are hereby declared to be severable.
No dwelling unit or rooming unit shall be created within an existing structure or converted, remodeled or altered so as to create an additional dwelling unit or rooming unit unless the Building Official, after consultation with the NMHD, has issued a written permit certifying that the plans and specifications for such work indicate that the provisions of this chapter will be complied with.
