No owner, tenant or occupant of any premises abutting any street, or any other party acting on behalf of or with the consent of any such person, shall cast, throw, place or otherwise deposit or cause there to be deposited any snow or ice upon the street or public sidewalk. It is the intent of this section to prohibit all persons from casting, throwing, placing or depositing snow or ice accumulating on the private property abutting a public street upon such public street or sidewalks and to prohibit all persons from casting, throwing, placing or depositing snow or ice from the public street on to the adjoining sidewalk. The area between the curb and the sidewalk is available for such purpose.
No person shall place any items or obstacles in a public street for any purpose whatsoever, including for purposes of attempting to reserve or otherwise save or prevent any party from using any portion of the street for parking. Any such item or obstacle shall be deemed abandoned and may be discarded or otherwise moved by the municipality without any liability for loss or damage to same. Any party violating this prohibition, in addition to any penalties otherwise provided for herein, shall be liable for the costs of such removal by the municipality and for any damages sustained to any municipal equipment by reason of the existence of same.

A. 
Whenever snow has fallen in the Borough and the accumulation of such is two inches or more (as determined by information acquired by the Municipal Manager), no vehicle shall be parked or permitted to remain to be parked on any of the streets or parts of streets as hereinafter provided. The parking prohibitions set forth herein shall remain in effect from the time that the Municipal Manager has determined that snow has accumulated to a point of two inches or more and until such time as the streets or parts of such streets set forth herein shall have been plowed sufficiently so that parking will not interfere with the normal flow of traffic.
B. 
The following streets shall be subject to the temporary parking prohibitions established by Subsection A above:

C. 
Appropriate signage of either a temporary or permanent nature designating the above streets as "no parking during snow emergencies" shall be installed by the Borough.
D. 
Any person or business or commercial entity who violates the provisions of Subsections A and B above shall be subject to a fine of not less than $25 nor more than $100.

Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine in the amount of $50 plus costs of court.
