(a) 
Designated recyclables, corrugated paper, high-grade paper and white goods shall be separated and kept apart from municipal solid waste for special collection as designated by the Township as follows:
(1) 
It shall be unlawful for any owner, operator, lessee or occupant of any residential or multifamily dwelling to mix designated recyclables — residential sector with municipal solid waste.
(2) 
It shall be unlawful for any owner, operator, lessee or occupant of any commercial, industrial or institutional property to mix designated recyclables — commercial sector, corrugated paper, high-grade paper or white goods with municipal solid waste.
(3) 
All owners, operators, lessees or occupants of any commercial, industrial or institutional property and all owners or operators of multifamily dwellings (including condominium/co-op associations) shall establish a recycling program in accordance with Subsection (a)(1) and (2) above, including, but not limited to:
a. 
Providing containers for recyclable material in locations as required and determined by the Township Manager.
b. 
Notifying tenants, lessees or occupants each year of their responsibility to recycle.
c. 
Posting recycling information in all common areas.
(4) 
It shall be unlawful for any person, group or organization with a permit for the use of Township lands, parks or other facilities to mix designated recyclables with municipal solid waste.
(b) 
Any municipal solid waste which contains designated recyclables shall not be removed from any residential property or multifamily dwelling by Township employees or by any contractor or contractors operating in the Township or for the Township.
(c) 
Any municipal solid waste which contains designated recyclables, corrugated paper, high-grade paper or white goods shall not be removed from any commercial, industrial or institutional property by Township employees or by any contractor or contractors operating in the Township or for the Township.
(d) 
The following products and materials shall also be separated and kept apart from municipal solid waste and disposed of as follows:
(1) 
Used oil, which shall be disposed of as provided in Article V of this chapter.

(2) 
Batteries, which shall be disposed of at the municipal recycling center.
(3) 
Tires, junk cars, textiles and asphalt, which shall be disposed of by any contractor authorized by law to do so.

(a) 
Newspapers placed out for pickup shall be securely tied or bound with string or twine of sufficient strength to permit the bundles to be lifted by the binding. Bundles shall weigh no more than 25 pounds and not exceed 12 inches in height.
(b) 
Glass containers, metal cans and PET plastic beverage bottles shall be placed together (commingled) in a rigid plastic container not to exceed 32 gallons in capacity.
(c) 
Glass containers, metal cans and PET plastic beverage bottles shall be clean of contents and free of caps, lids and rings and shall not be broken, compacted or crushed.
(d) 
All designated recyclables placed at curbside on the appropriate days in accordance with this article shall be deemed the property of the Township, and it shall be unlawful for any unauthorized person to remove, destroy or interfere with the same after they have been placed for collection.
(e) 
Persons placing refrigerators or freezers at the curb for recycling or dropping same off at the DPW facility for recycling shall first remove the doors from such refrigerators or freezers.

(a) 
Bundles and rigid plastic containers shall be placed for collection at the curb adjacent to any residential dwelling.
(b) 
Bundles and rigid plastic containers which are placed at curbside shall be placed no earlier than 6:00 p.m. of the night before collection and no later than 7:00 a.m. of the collection date. Emptied rigid plastic containers shall be removed from the curb the same day.
(c) 
Bundles and rigid plastic containers shall not be placed in the street or upon the sidewalks so as to obstruct or interfere with vehicular or pedestrian passage while awaiting collection.

The Township Manager is hereby authorized to promulgate reasonable regulations for the purposes of this article. Designated recyclables, corrugated paper, high-grade paper and white goods shall be collected by the Township's employees, agents or contractors or by organizations authorized by the Township Manager to collect the same. Collection shall be made on designated days, and a notice of collection days and of any change in the designated days shall be publicized in a newspaper, legal or otherwise, circulated in the Township. At least once each six months, the Township Manager shall notify all individuals owning, operating, leasing or occupying residential, commercial, industrial or institutional properties of local recycling opportunities and the requirements of this article.

(a) 
Nothing herein contained shall restrain any owner, operator, lessee or occupant of any residential or multifamily dwelling, industrial, commercial or institutional property from making private arrangements for the disposal of designated recyclables, corrugated paper, high-grade paper or white goods.
(b) 
All owners, operators, lessees or occupants of any commercial, industrial or institutional property or multifamily dwelling must notify the Township Manager of the private arrangements made for the disposal of the designated recyclables, corrugated paper, high-grade paper and white goods.
(c) 
All owners, operators, lessees or occupants of commercial, industrial or institutional property or multifamily dwellings that have made private arrangements for disposing of designated recyclables, corrugated paper, high-grade paper, white goods or any other recyclable material shall submit documentation (market slips) to the Township Manager twice each year, no later than July 10 and January 10, detailing the private hauler, material recycled, recycling center location, tonnage and the dates of disposal.

(a) 
Any person violating the provisions hereof shall receive no more than two warning notices before enforcement action is commenced.
(b) 
Each day shall constitute a separate violation of the provisions hereof.
(c) 
Any person violating the provisions hereof, or any part hereof, shall be subject to a fine or penalty as provided in § 1-6 of the Township Code.
