No person shall knowingly possess, buy, lend, lease, transfer
or sell any motor vehicle tire, the serial number of which has been
obliterated other than through the effects of ordinary wear and tear,
age, vehicle use or regular trade handling; the purpose of this Article
being to facilitate the prompt identification and recovery of stolen
tires by the proper authorities.
