This Charter may be amended by local law pursuant to provisions
of the Municipal Home Rule Law.
The sections, subsections, paragraphs, sentences, clauses and
phrases in this Charter are severable, and if any of the aforementioned
shall be held unconstitutional or invalid, the decision of the court
shall not affect or impair any of the remaining provisions of the
same. It is hereby declared to be the intention that this Charter
would have been adopted had such unconstitutional or invalid provision
not been included herein. If any such provision of this Charter shall
be declared unconstitutional, invalid or ineffective, in whole or
any part, by a court of competent jurisdiction, then to the extent
that it is not unconstitutional, invalid or ineffective, such provision
shall be in force and effect, nor shall such determination be deemed
to invalidate the remaining terms or provisions thereof.
This Charter shall be construed liberally to effect the objects
and purposes hereof.
