It shall be the duty of the Mayor to supervise, direct and control,
subject to the provisions of the City Charter and this chapter, the
administration of all departments of the City government. They shall
appoint, as otherwise provided in the Charter or elsewhere in this
chapter, the head of every City department and office and members
of City boards and agencies.
