§ 11-161 General provisions.

Except as otherwise expressly provided in this article, all the provisions of this Code shall apply to the arterial highways of the New York State Arterial System within the corporate limits of this City as equally and to the same effect as such provisions apply to those highways within the corporate limits of this City which do not constitute a part of the New York State Arterial System, the penalty for a violation of any provision in this chapter being the same for a violation of a like provision elsewhere in this Code.

A description of the arterial highways of the New York State Arterial System within the corporate limits of this City is as follows:

(1)

Tompkins Street and Port Watson Street Arterial Highways: running generally in an east-west direction, extending from the westerly City line along Tompkins Street and Port Watson Street to a point 200 feet west of the easterly City line.

(2)

Church Street and Clinton Avenue Arterial Highways and the Clinton Avenue Extension; extending northerly along Church Street between its intersection with Port Watson Street to its intersection with Clinton Avenue, thence northeasterly along Clinton Avenue to its intersection with Pomeroy Street and River Street thence northerly along Clinton Avenue to its connection with Clinton Avenue Extension; thence northeasterly along Clinton Avenue Extension to the City line, where Clinton Avenue Extension connects with the existing Route 13.

§ 11-162 Turning movements.

Prohibition of left turns. The left turning of vehicles is hereby prohibited as follows:

(1)

Vehicles proceeding north on Church Street to proceed west on Central Avenue.

(2)

Vehicles proceeding north on Church Street to proceed west on Elm Street.

(3)

Vehicles proceeding east on Elm Street to proceed north on Church Street.

(4)

Vehicles proceeding east on Tompkins Street to proceed north on Main Street.

Prohibition of right turns. The right turning of vehicles is hereby prohibited as follows:

(1)

Vehicles proceeding south on Church Street to proceed west on Central Avenue.

(2)

Vehicles proceeding south on Church Street to proceed west on Elm Street.

(3)

Vehicles proceeding east on Clinton Avenue to proceed south on Church Street.

(4)

Vehicles proceeding west on Port Watson Street to proceed north on Main Street.

Prohibited turns by signs. No operator of a vehicle shall fail, neglect or refuse to obey all lawful signs posted at intersections which prohibit the turning of vehicles at the same.

§ 11-164 Speed regulations.

Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along the arterial highways of the New York State Arterial System within the corporate limits of this City except on the following arterial highways:

(1)

Clinton Avenue, north, from its intersection with Pomeroy Street and River Street.

(2)

Clinton Avenue Extension, northeasterly, from its connection with Locust Avenue to the City line.

Forty miles per hour is hereby established as the maximum speed at which such vehicles may proceed within the corporate limits of this City on or along the following arterial highways of the New York State Arterial System:

(1)

Clinton Avenue, north, from its intersection with Pomeroy Street and River Street.

(2)

Clinton Avenue Extension, northeasterly, from its connection with Locust Avenue to the City line.

§ 11-165 Parking, standing and stopping.

Parking prohibited in designated locations.

(1)

The parking of vehicles is hereby prohibited at all times in any of the following locations:

Church Street	East	Between a point 130± feet south of the southerly curbline of Court Street extended and a point 150± feet south of the southerly curbline of Court Street extended, a distance of 20± feet

Stopping prohibited in designated locations.

(1)

The stopping of vehicles is hereby prohibited at all times in any of the following locations:

(2)

No vehicle shall be stopped at any time in any of the highways of portions of highways designated and established in § 11-165C(1), and each such highway or portion of highway shall be adequately marked to such effect.

§ 11-166 Parking time limited in designated locations.

Fifteen-minute parking zones.

(1)

The parking of vehicles is hereby prohibited between the hours of 8:00 a.m. to 9:00 p.m., for a period of longer than 15 minutes in any of the following locations:

Two-hour parking zones.

(1)

The parking of vehicles is hereby prohibited between the hours of 6:00 a.m. and 9:00 p.m., for longer than two hours in any of the following locations:

No vehicle shall be parked at any time in any of the highways or portions of highways designated in § 11-166B(1), each such highway or portion of highway being adequately marked to such effect, for any period in excess of the time specified in § 11-166B(1), except as otherwise provided in § 11-166B(3).

(3)

The foregoing parking limitations shall not be applied on any Sunday, nor on holidays, as defined in § 11-2 of this Code.

Parking prohibited during specified hours.

(1)

The parking of vehicles is hereby prohibited between the hours of 3:00 p.m. and 6:00 p.m. in the following locations:

Port Watson	North	Between a point 182± feet west of the west curbline of River Street to a point 292± feet west of the west curbline of River Street, a distance of 100± feet

§ 11-167 Lane designation.

[Amended 4-2-2002]

All vehicles:

(1)

The right lane for westbound vehicles on Port Watson Street, between Church Street and Main Street, shall be used only for through traffic into Tompkins Street.

(2)

The left lane for westbound vehicles on Port Watson Street, between Church Street and Main Street, shall be used only for left turns into Main Street.

(3)

The right lane for eastbound vehicles on Tompkins Street, between Prospect Terrace and Main Street, shall be used only for right turns into Main Street.

(4)

The left lane for eastbound vehicles on Tompkins Street, between Prospect Terrace and Main Street, shall be used only for through traffic into Port Watson Street.

Traffic lanes. Whenever any highway has been marked into traffic lanes, it shall be unlawful for the operator of any vehicle to fail or refuse to keep such vehicle within the boundaries of any such lane, except when lawfully passing another vehicle or preparatory to making a lawful turning movement.

§ 11-168 One-way roadways.

The following highways are hereby designated for one-way traffic:

(1)

Central Avenue, from Main Street to Church Street, in an easterly direction.

(2)

Elm Street, from Clinton Avenue to Church Street, in an easterly direction.

(3)

Main Street, from Groton Avenue and Clinton Avenue to Tompkins Street and Port Watson Street, in a southerly direction.

No person shall operate any vehicle upon any one-way roadway designated and marked as such, except in the direction permitted on such roadway.
