Pursuant to Section 3 of Chapter 160 of the Laws of the State of New York for the year 1900 entitled "An Act to Incorporate the City of Cortland," as amended, and the Municipal Home Rule Law of the State of New York, the Common Council of the City of Cortland adopts the following as the Common Seal of the City of Cortland:
A. 
The Seal shall be in the form of a circle of lettering reading "City of Cortland, New York," on the upper half of the circumference. On the left side of the Seal before the word "City," the settlement date "1791" shall appear; on the right side following "New York," the incorporation date "1900." Both dates shall face outward with dots on each side of the date. At the bottom 2/7 section of the circle, the lettering shall be centered and shall read "The Crown City." All lettering shall be Eurostile Medium Extended Nebiolo, the height to be 1/24 of the diameter of the circle. There shall be an inner circle of 40 stars of a solid tone, evenly spaced 5/6 the size of the lettering with a space between the circle of stars and letters of 1/2 the size of the lettering. At the center of the seal shall appear one additional star signifying the 41st incorporated City in the state, which shall be centered in a seven-peaked crown contemporary in design and depicted in three-dimension with a peak at the center. The width of the crown shall be 3/7 of the diameter of the Seal, and the height shall be 3/14 of the diameter measured to the outside of the lettering. The crown shall show an ellipse at the bottom; the top of the crown shall have seven peaks all at the same height; and seven valleys representing the seven valleys of the City of Cortland. The peaks shall be created by the connection of hyperbolic curves forming the valleys with the height of the peaks 1/4 the height of the crown. The crown shall be superimposed on a solid silhouette of the State of New York centered in the seal and 5/7 the size of the outer limits of the Seal, thus depicting the City of Cortland being the closest incorporated City to the geographic center of the state, as shown by the stars location in the state.
B. 
Except as may otherwise be provided by resolution of the Common Council, the Seal shall be depicted in dark blue or black on a white background. Emblems and the flag of the City shall be in blue and gold and white as authorized by the Common Council.
C. 
The preceding design is hereby adopted as the official and standard design of such Seal.
D. 
Such Seal shall be used for all authorized and requisite purposes.
No person or other entity shall reproduce or make use of said Seal or design for any purpose without a resolution of the Common Council.
The City Clerk of the City of Cortland is directed to purchase a metallic seal 15/8 inches in diameter conforming to the foregoing design to be used for all authorized and requisite purposes.
Any prior local law, ordinance and resolution of the Common Council providing for or authorizing a Common Seal for the City of Cortland is hereby repealed. The City Clerk and departments are authorized to use any stationery or other paper with a different seal or symbol until such time as their supply shall be exhausted.
