No person shall scatter, place or deposit any circulars, handbills, advertisements or printed matter in or upon any of the following places or property in the City:
A. 
Streets, sidewalks, parks or other public places;
B. 
Any automobile or trucks while standing in or upon any public street;
C. 
Telephone, telegraph, fire alarm or electric light poles; and
D. 
Trees located within the streets, parks or other public places or public rights-of-way.
No person shall drop or cause to be dropped from any aircraft any advertising matter or, papers over the City, or cause such advertising matter or papers to fall within the limits of the City.
