The purpose of this chapter is to prohibit the transportation and/or storage of high-level radioactive materials into or through or storage within the City in order to protect the safety of the public.
No high-level radioactive materials shall be transported into or through or stored within the City. Only spent reactor fuel elements shall be deemed to be high-level radioactive material as prescribed by this chapter.
When any vehicle is placarded RADIOACTIVE by word or symbol, such placarding shall constitute a presumption that such vehicle or container may contain or may be carrying high-level radioactive material as prescribed by § 226-2.

The violation of this chapter shall be a misdemeanor punishable by a fine of not less than $1,000 and/or imprisonment for up to one year, or both. Additionally, the provisions of § 1-22 of the Code of the City of Cortland shall be applicable hereto.
This article shall take effect 30 days following its adoption pursuant to the provisions of the Cortland City Charter.
