This chapter supersedes L.L. No. 2-1978, L.L. No. 6-1979, L.L.
No. 2-1982, L.L. No. 6-1982 and L.L. No. 2-1984, and these local laws
are repealed in their entirety.[1]

If any provision of this chapter or the application to any person
or circumstances is held invalid, the remainder of this chapter or
application of such provisions to other persons or circumstances should
not be affected.
This chapter shall become effective upon filing with the Secretary
of State.
