The discharge of scavenger wastes will be permitted at an authorized manhole or structure in the sewer system only with the approval of the Superintendent. Persons desiring to discharge scavenger wastes into such facilities shall be required to obtain a license or permit from the Superintendent. The discharge of such wastes from sources outside the District shall be permitted only by license or permit from the Superintendent.
The discharge of scavenger wastes shall be made only at a location as shall be stated on the license or permit or as may be ordered by the Superintendent. The time and conditions for permissible discharge shall be as set forth on the license or permit or as may be ordered by the Superintendent.
A.
The applicant for a license or permit shall be the owner or lessee of the vehicle or vehicles hauling scavenger wastes. All licenses issued by the Superintendent shall be for one year. All permits shall be issued for less than a year as applied for by noncommercial haulers of scavenger wastes.

All acts performed under the terms and conditions of the license or permit shall be subject to supervision or inspection by the Sewer District. False or deliberately misleading information on an application for a license or permit invalidates any license or permit issued subsequent to the approval of said application. Failure to adhere to the terms or conditions of the license or permit or violation of the rules or other laws regulating scavenger waste disposal shall be grounds for suspension or revocation of license or permit by the Superintendent. Hearings to reinstate a license or permit shall be initiated by petition of the party desiring reinstatement.
Discharge of scavenger wastes shall be made under individual tickets for each load produced under the terms of the license or permit. Rates charged for the tickets shall be those rates approved by the Town Board.
Notwithstanding any other provision of this chapter, the Superintendent is not required to issue a permit for the disposal of scavenger wastes if, in the opinion of the Superintendent and/or Town Board, such disposal of scavenger wastes would cause undo injury or harm to the sewer system, its structures and equipment, and the health, safety and well-being of the employees, the community and biota of the receiving waters.
