From October 1 of each year to the next succeeding May 1, it shall be the duty of every person who shall have contracted or undertaken or shall be bound to heat or to furnish heat for any building or portion thereof occupied as a home or place of residence to heat or furnish heat to every unit of dwelling space and every habitable room therein to be maintained to at least at 68° F. whenever the outside temperature falls below 55° F. during daytime hours from 6 a.m. to 11 p.m., and to maintain a temperature of at least 55° F. at times other than those specified whenever the outside temperature falls below 40° F.
