A. 
A comprehensive zoning plan is hereby established for the Town of Colden by dividing the territory thereof into certain districts and prescribing regulations for buildings or other structures and the use of land therein. The comprehensive zoning plan, set forth in the text and map(s) which constitute this chapter, is adopted in order to promote and protect public health, safety, comfort, convenience, prosperity and other aspects of the general welfare. These general goals include, among others, the following specific purposes:
(1) 
To provide adequate light, air and convenience of access.
(2) 
To prevent undue concentration of population and overcrowding of land.
(3) 
To lessen congestion in the streets or roads.
(4) 
To secure safety from fire, flood, panic and other dangers.
(5) 
To enhance the environment by the conservation of certain open land or wetland areas which possess certain desirable or unique characteristics worthy of preservation.
(6) 
To facilitate the adequate provision of transportation, water, sewerage, parks, schools and other public requirements, including the transmission of power.
(7) 
To preserve and promote the attractiveness of the Town of Colden.
B. 
It is the intent of the comprehensive zoning plan hereby established to implement the comprehensive Master Plan 2002 of the Town of Colden as adopted, pursuant to Town Law of the State of New York, by action of the Town Planning Board of the Town of Colden on April 21, 1992, and all subsequent amendments thereto.
C. 
It is also the intent of the comprehensive zoning plan hereby established to recognize those developmental, conservation and preservation plans or any portions thereof as promulgated by the federal government, the governments of the State of New York and the County of Erie, official regional bodies and public authorities not inconsistent or incompatible with Master Plan 2002 of the Town of Colden.
D. 
The comprehensive zoning plan hereby established has been formulated with reasonable consideration, among other things, as to the characteristics of each district and its particular uses, and with a view to conserving the value of buildings and encouraging the most appropriate use of land in the most desirable manner.
E. 
Enactment of this chapter, or any amendments thereto, shall be in accordance with Master Plan 2002 of the Town of Colden as enacted in 1992, as may be amended by the Town Planning Board from time to time.
F. 
Notwithstanding the foregoing provisions of Subsection E above and for the purposes of proper timing and control of future areas designated for nonagricultural land use on the map portion or rendition of the aforesaid Master Plan 2002 of the Town of Colden, the enactment of this chapter shall not be considered or construed as inconsistent, incompatible or not in accordance with Master Plan 2002 by any Zoning Map classification of some delineated future nonagricultural land uses, as shown on the map of Master Plan 2002, temporarily in the Agricultural District classification (AG) of this chapter as of its effective date.
