The Diamond, situate at the intersection of Main Street and
Market Street in the Borough of Ligonier, being 167 feet four inches
in length and 136 feet seven inches in width and surrounded by the
said Main Street and Market Street, is hereby declared to be a public
square and is established as a public park and place of recreation.

The Mayor, Council and Public Works Director be and are hereby
authorized and directed to beautify, improve and maintain said park
at the public expense for the purpose of recreation, health and comfort
to the inhabitants of said Borough.

The Mayor and Council extend to said park the protection of
the public peace and establish and enforce therein such regulations
to preserve public property and obtain peace and good order as may
be necessary.

In the future, no article shall be permitted on the grounds
of the public square in the Borough Ligonier for the purpose of display
by any organization who might desire to sell chances on said article,
except with permission of the Mayor for special occasions.[1]
In the future, no person, group or organization shall be permitted
to place a sign on the grounds of the public square in the Borough
of Ligonier for the purpose of advertising special events without
permission of the Borough Council.[1]

Any person, firm or corporation who shall violate any provision
of this article shall, upon conviction thereof before the Magisterial
District Judge, be subject to a fine not exceeding $600, plus costs
of prosecution, and, in default of payment of such fine and costs,
imprisonment for a term not exceeding 30 days.
