In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named pursuant to § 145-46 of this article, the Mayor, in his discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency may be given by the Borough through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.

A. 
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person to:
(1) 
Park a motor vehicle or allow that vehicle to remain parked anywhere on any snow emergency route designated pursuant to § 145-46.
(2) 
Drive any motor vehicle on any such snow emergency route unless that vehicle is equipped with all-weather tires or chains.
B. 
At the time of the declaration of the snow and/or ice emergency by the Mayor, vehicles shall be parked in the following manner:
(1) 
All vehicles which normally park on the south side of east-west streets shall do so on Monday, Wednesday, Friday and Sunday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning. Such vehicles shall be parked on the north side of said street on Tuesday, Thursday and Saturday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning.
(2) 
All vehicles which normally park on the east side of north-south streets shall do so on Monday, Wednesday, Friday and Sunday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning. Such vehicles shall be parked on the west side of said street on Tuesday, Thursday and Saturday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning.
(3) 
All vehicles which normally are permitted to park on either side of any east-west street shall park only on the south side of east-west streets on Monday, Wednesday, Friday and Sunday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning. Such vehicles shall park on the north side of east-west streets on Tuesday, Thursday and Saturday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning.
(4) 
All vehicles which normally are permitted to park on either side of any north-south streets shall park only on the east side of said north-south streets on Monday, Wednesday, Friday and Sunday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning. Such vehicles shall park on the west side of north-south streets on Tuesday, Thursday and Saturday beginning at 7:00 a.m. and ending at 7:00 a.m. the following morning.
(5) 
The Borough shall have the authority to remove and impound, or to order the removal and impoundment of, any vehicle parked in violation of this section.
The streets or parts of streets described in Schedule XXI (§ 145-69), attached to and made a part of this chapter, are hereby designated as snow emergency routes.
A. 
If, at any time during a period of snow emergency declared under § 145-44 of this article, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article and, upon conviction, shall be punishable as provided in § 145-48A of this chapter.
B. 
If, at any time during a period of snow emergency declared under § 145-44 of this article, a person shall drive a motor vehicle upon a snow emergency route without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this article and, upon conviction, shall be punishable as provided in § 145-48D of this chapter.
C. 
If at any time during a period of snow emergency declared under § 145-44 of this article, a person shall park a motor vehicle or allow a motor vehicle to remain parked in violation of § 145-45B, that person shall be guilty of a violation of this article and, upon conviction, shall be punishable as provided in § 145-48A of this chapter.
