There is hereby established and created the Paramus Access for All Advisory Board.
The purpose of the Board shall be to advise the Mayor and Council of the Borough of Paramus with regard to the needs of residents and other individuals within the Borough who are disabled and to advise the Mayor and Council with regard to compliance with laws and regulations concerning individuals with disabilities. Without limiting the powers and purposes of the Board, the Board shall:
A. 
Undertake such efforts as are necessary to improve community awareness as to the needs of residents with disabilities.
B. 
Propose measures that will promote a physically accessible environment within the Borough.
C. 
Communicate the Borough's willingness to attract persons with disabilities and promote public outreach programs designed to foster such communication.
D. 
Develop ways to integrate residents with disabilities into all aspects of community life within the Borough.
E. 
Encourage cooperation and coordination with other organizations within the Borough in an effort to achieve the goals and objectives of the Board.
The Access to All Advisory Board shall consist of nine persons who are residents of the Borough of Paramus and who shall be appointed by the Mayor with the advice and consent of the Council. At least five members of the Board shall be either persons with disabilities, parents of children with disabilities, or a resident family member of whom is the caregiver of a person with a disability. The Mayor and Council shall make an effort to appoint other members who are members of other Borough departments. The Mayor shall also designate one Council member to act as liaison to the Board. The Mayor may also appoint up to four ex-officio members to the Board who shall be without voting powers.
The Board shall elect from its membership a Chairperson, Vice Chairperson and a Secretary.
The Board is authorized to develop and solicit revenue and to receive grants, gifts, contributions and/or bequests and to expend any such funds in furtherance of the purposes and objectives of the Board. All expenditures by the Board shall be under the supervision of the Borough's Chief Financial Officer who shall promulgate such procedures for the expenditure of funds.
The Board shall adopt bylaws, which bylaws shall be subject to the approval of the Borough Council.
The Board shall keep records and minutes of its activities and finances and shall report to the Council on a semiannual basis with regard to said records and minutes.
