A person convicted of a traffic infraction for
a violation of a provision of this chapter that does not constitute
a violation of any provision of the Vehicle and Traffic Law of the
State of New York shall be punished by a fine of not more than $250
or by imprisonment for not more than 15 days, or by both such fine
and imprisonment.

Subject to the provisions of the Vehicle and
Traffic Law of the State of New York, and of any other general law
of the State of New York, every motor vehicle except a motorcycle,
driven upon a public highway within the Village during the period
from one-half hour after sunset to one-half hour before sunrise, or
at any other time when windshield wipers are in use, as a result of
rain, sleet, snow, hail or other unfavorable atmospheric conditions,
and at such other times as visibility for a distance of 1,000 feet
ahead of such motor vehicle is not clear shall display at least two
lighted head lamps on the front, one on each side, having light sources
of equal power.

The operation of all-terrain vehicles and other
self-propelled vehicles manufactured primarily for off-highway or
off-road use, including but not limited to gas- or electric-powered
scooters, is hereby prohibited on all streets and roadways within
the Village.

Every vehicle stopped, standing, or parked upon
any portion of a roadway in the Village shall do so parallel to the
curb or roadway edge, and no more than six inches therefrom. On a
one-way roadway, such vehicle shall be facing in the direction of
authorized traffic flow; on a two-way roadway, such vehicle shall
be facing in the direction of authorized traffic flow for the portion
of the roadway upon which the vehicle rests.

A. Parking,
standing or stopping violations of the parking, standing or stopping
provisions of the Municipal Code of the Incorporated Village of Flower
Hill, other than double parking and parking at a fire hydrant, shall
result in fines of up to $75.00.
B. Double
parking violations shall result in fines of up to $75.
C. Parking
at a fire hydrant shall result in a fine of up to $100.
D. An uninspected
or unregistered vehicle shall result in a fine of up to $40 if the
vehicle has been uninspected or unregistered for less than 60 days.
An uninspected or unregistered vehicle shall result in a fine of up
to $75 if the vehicle has been uninspected or unregistered for 60
days or more.
