[HISTORY: Adopted by the Town Board of the Town of Waterford 5-6-1975 by resolution. Amendments noted where applicable.]
Prior to being issued a permit for the installation of a building sewer, a contractor must post a bond of $1,000 [where several permits are requested for work to be performed over a period of time, the one bond will suffice] and show evidence of the following:
A. 
That he owns a backhoe and dump truck.
B. 
That he has been active in the construction business during the past five years.
C. 
That he maintains a current liability policy of at least $100,000/$300,000 personal injury and $50,000 property damage during the lifetime of anticipated work within the Town.
It is the intent of these regulations to ensure the overall protection of the sewer-district-owned sewerage collection and treatment system by assuring that all lines hereafter connected to the public sewer system are properly installed and to guard against other than intended sanitary waste from entering the system.
The Town assumes no responsibility for any actions of the contractor, nor will the Town serve as a collection agent for the contractor.
Homeowners shall have freedom of choice as to which approved contractor will install his building sewer.
The Town reserves the right to remove a contractor from the approved list for cause.

No connection shall be made to a public sewer without having first obtained a permit as required by Chapter 126, Article III. All provisions of said Chapter 126, Article III, pertaining to the building sewer shall be conformed to. The regulations contained herein pertain to residential units. For other units and situations, the Town shall be notified of such and will instruct accordingly.

All building sewers will be constructed of:
A. 
Vitrified clay pipe:
(1) 
Minimum diameter four inches; extra-strength 2400.
(2) 
Pipe and fittings: ASTM C700-74, NCPI ER4-67 and ER3300-67.
(3) 
Joints: ASTM C425-74 for confined rubber O-ring compression joints.
B. 
Cast-iron soil pipe:
(1) 
Minimum diameter and strength: four inches; service class.
(2) 
Pipe and fittings: ASTM A74-72.
(3) 
Joints: New York State Building Construction Plumbing Code for caulked lead and oakum joints; ASTM C564-70 for rubber-gasketed joints. No-hub joints are not acceptable.
C. 
Cast-iron water pipe:
(1) 
Minimum diameter and strength: four inches; Class 22.
(2) 
Pipe: AWWA C101-67, C106-70 and C108-70.
(3) 
Fittings: AWWA C110-71 and C110a-72.
(4) 
Joints: AWWA C111-72 for push-on or mechanical joints.
D. 
Ductile from water pipe:
(1) 
Minimum diameter and strength: four inches; Class 2.
(2) 
Pipe: AWWA C150-71 and C151-71.
(3) 
Fittings and joints: same as for cast-iron water pipe.
E. 
Plastic pipe (ABS or PVC):
(1) 
Minimum diameter and strength: four inches; solid wall [0.187 inch thick average].
(2) 
Pipe and fittings: ASTM D1788-73.
(3) 
Joints: solvent weld couplings.
A. 
Installation must be made by a plumber or contractor approved by the Town Board of the Town of Waterford. Installation shall be in accordance with recognized procedures and conform to the recommendations contained in the Cast Iron Soil Pipe and Fittings Handbook as published by the Cast Iron Soil Pipe Institute.
B. 
Ninety-degree bends will not be permitted. Where a ninety-degree turn is necessary, two forty-five-degree bends or a sweeping ninety-degree bend shall be used.
C. 
Approved cleanouts shall be provided at all ninety-degree turns.
D. 
On all exterior pipe, no single pipe length shall be installed in excess of 100 feet without a cleanout.
A. 
All building sewers must be inspected visually and by smoke bomb by the Town Plumbing Inspector prior to connection to a public sewer.
B. 
Notice must be given to the Town by the owner or his agent when the work is ready for inspection.
C. 
Inspection will be made by the Town within 24 hours (Saturdays, Sundays and holidays excluded) from the time notice is given for the work to be inspected.
D. 
Under no condition shall any work to be inspected be covered prior to inspection and testing by the Town Plumbing Inspector.
Nothing in these rules and regulations shall preclude a homeowner's installing his own sewer line in lieu of retaining a contractor.
These rules and regulations shall apply only to building sewers hereafter initially connected to a public sewer line and are not applicable to sewers already connected to a public sewer line on the date of adoption of these rules and regulations.
