There is hereby created the position of Assistant Purchasing
Clerk.
The Assistant Purchasing Clerk shall be appointed by the Mayor
with the advice and consent of the governing body. If the Mayor fails
to nominate within 30 days after the office of Assistant Purchasing
Clerk is created or after the office becomes vacant or if the Council
fails to confirm any nomination made by the Mayor, then, after the
expiration of 30 days, the Council shall appoint the Assistant Purchasing
Clerk, a majority vote having at least three affirmative votes being
required for such purpose. The Mayor shall have no vote thereon except
in the case of a tie.
The Assistant Purchasing Clerk shall be a resident of the Borough.
If the Assistant Purchasing Clerk is not a resident of Palisades Park
at the time of appointment, the Assistant Purchasing Clerk shall become
a resident of Palisades Park within 90 days thereafter and shall remain
so during his/her tenure.
The term of office of the Assistant Purchasing Clerk shall be
for a period of three years commencing on January 1 of the year of
appointment.
The Assistant Purchasing Clerk may be removed by a 2/3 vote
of the full governing body. The governing body may provide that the
resolution shall have immediate effect; providing, however, that the
governing body shall cause to be paid to the Assistant Purchasing
Clerk any unpaid balance of his/her salary plus his/her salary of
the next three calendar months following the adoption of the resolution.
The Assistant Purchasing Clerk shall be chosen on the basis
of executive and administrative abilities and qualifications, with
a minimum of eight years experience in municipal government affairs.
The Assistant Purchasing Clerk shall receive such compensation
as the article creating such office shall provide and as from time
to time may otherwise be directed by the governing body by ordinance.
The Assistant Purchasing Clerk's compensation shall not be reduced
during the term of office. The initial salary for the Assistant Purchasing
Clerk shall be $8,500 annually and shall be prorated from the actual
date of appointment.
For the purpose of carrying out his/her responsibilities under
this article and within the limitations permitted by authorized staff
and appropriations, the Assistant Purchasing Clerk shall:
A. Review requisitions as prepared by department heads for completeness
and accuracy.
B. Review purchase orders to ensure that all purchase orders are properly
signed and authorized by the appropriate personnel before ordering
goods and/or services.
C. Review vendor histories in identifying available appropriation balances
prior to making expenditures.
D. Monitor purchases for compliance with bid threshold.
E. Review various purchasing procedures via notices issued by the Division
of Local Government Services.
The hours of work for the part-time Assistant Purchasing Clerk
shall be and they are hereby established as two days per week and
five hours per day for a total of 10 hours per week.
