As used in this article, the following term shall have the meanings
indicated:
KEY VAULT or RAPID ENTRY SYSTEMS
A secure emergency-access program developed for property
owners and fire departments. When a fire breaks out, the key vault
products allow immediate entry into buildings and property without
forced entry damage or delay. Property owners store entrance keys,
access cards and floor plans in high-security vaults mounted near
building entrances. Each vault purchased by a property owner is keyed
to a single master key controlled by the Fire Department.
Key vaults shall be required in all buildings containing four
or more independent dwelling units which include a common area between
the individual units which is susceptible to locking from the outside
of the building, buildings containing life hazard uses as defined
by the Uniform Fire Code of the State of New Jersey, and in all commercial
buildings which undergo a change in occupancy.
All key vaults shall be installed near the main entrance of
the building in a location as agreed upon with the owner and the Fire
Department.
All key vaults must contain adequately labeled keys to access
exterior and interior spaces of interest which may or may not include
boiler rooms, utility rooms, sprinkler rooms, alarm panels, elevator
rooms, and general storage areas and any other ancillary items which
may deem beneficial (i.e., building system blueprints, floor plans,
etc.).
The provisions of this article shall be enforced by the Bureau
of Fire Prevention of the Borough of Palisades Park.
Failure to comply with the provisions of this article shall be subject to a penalty set forth in Chapter
1, General Provisions, §
1-15.
